SGI Global is seeking a Security Specialist to provide facility and security support to the Threat Screening Center. The position requires a Top Secret (TS) clearance with the ability to attain Sensitive Compartmented Information (SCI) security clearance.
**This position is contingent upon contract award**
Responsibilities
Personnel Security in support of the TSC Chief Security Officer (CSO):
- Access to unclassified, secret, top secret (TS), and TS/SCI systems and information required for the performance of duties.
- Review, analyze, and make applicable recommendations to the CSO on requests for investigations concerning security clearances, facility access requirements, violations, derogatory information, and assessments. Subjects of investigations range from on-board employees, contractors, applicants, and other personnel requiring security clearances.
- Initiate and/or perform comprehensive indices checks utilizing a variety of investigative platforms to obtain the most complete and pertinent identifying information regarding subjects involved in each case, to include subject's acquaintances, associates, employers, and relatives, etc.
- Conduct Personnel Security Interviews (PSI) as determined during the security investigation, in conjunction with information developed or per partner agency request.
- Summarize data and compose necessary correspondence (set leads) to appropriate offices for initiation of investigation, outlining background of individual case, advising of information obtained from initial research and analysis, and defining security concerns. Issue leads and ensure that leads are adequately covered.
- Prepare a detailed analysis of all information developed, provide supporting analysis and recommendations to initiate further investigation, and detail any additional security concerns based on this information, to include remedial or precautionary action to meet minimum security standards. Maintain responsibility for all relevant information and ensure that justification recommendations are developed and properly considered in accordance with security policies of the USG.
- Conduct requisite security briefings as needed to workforce. Periodically review and update security briefings based on the specific need, developing issues, and evolving security requirements.
- Receive, review, and critically analyze incoming material/correspondence outlining possible security concerns relating to complex security assessment issues to determine merit for recommending the granting, continuation, and / or revocation of security clearances and access authorizations.
- All documentation and reporting produced shall be provided to the CSO or the CSO's designee.
- Perform ad-hoc duties as assigned.
Physical Security in support of the TSC CSO:
- Participate in security compliance reviews, surveys, and inspections of all TSC spaces maintaining national security information and other sensitive information to provide recommendations regarding the status of adherence to security regulations and policies. This will include spaces that are SCIFs, therefore, an SCI clearance is required.
- Assist respective USG employees in determining the type of safeguards, space restrictions, tracking systems, and guidelines which govern the movements, handling, storage, and protection provided national security information and other sensitive information.
- Review, analyze, and prepare communications setting for established physical security policy and guideline requirements.
- Prepare/update audit response recommendations regarding compliance with established physical and information security guidelines.
- Support access control requirements of the TSC.
- Support Communication Security (COMSEC) program functions and roles.
- Support Emergency Management functions for the TSC.
- All documentation and reporting produced shall be provided to the CSO or the CSO's designee.
Personal Identification Verification (PIV) in support of the TSC CSO:
- Support all facets of the HSPD-12 PIV program
- Perform the following routine duties:
- Manage the schedule for individuals approved for PIV cards
- Verify the sponsorship information
- Verify and photocopy the Applicant's two identity sources (I-9) documents.
- Capture the Applicant's facial image in the system via a digital photograph.
- Address customer's inquiries.
- Review PIV applicants for compliance with established procedures to include ensuring the source documentation presented comply with federal guidelines.
- Obtain fingerprints using FBI/OPM Crossmatch fingerprint capture system.
- Issue Voice over America (VOA) press badges.
- Log all Applicant information in system.
- Operate the badge printing machine
Qualifications
- Requires Top Secret SCI clearance.
- Minimum Education: Bachelor's degree or two (2) years of additional experience for each year of college that are not completed, in lieu of not having a degree.
- Two (2) years of related USG security office experience.
- Deal effectively with others and possess a willingness to provide security awareness training/education to the TSC workforce. Strong interpersonal communication skills are required.
- Oral and written communications skills consistent with the level of security assignment to conduct interviews and security briefings, discuss analysis and opinion in a concise, logical, and objective manner, and prepare written communications detailing analysis and recommendations.
- Analyze various types of materials, including investigative reports, develop information regarding security vulnerabilities as it applies to approval or denial of facility or information system access granted by senior security management.
- Knowledge of commonly applied security principles, concepts, and methodologies in carrying out assignments and developing skills by performing limited independent work.
- Knowledge of administrative regulations and sanctions that apply to violations or non-compliance with security regulations.
- Experience utilizing Microsoft Office Applications including Word, Excel, PowerPoint, Visio, Project, Outlook, and Microsoft SharePoint.
