Job description
GENERAL STATEMENT OF DUTIES: Independently performs routine clerical duties and/or assists in performing more difficult and responsible clerical work involving substantial operation of a computer; does related work as required.
DISTINGUISHING FEATURES OF THE CLASS:
The work involves responsibility for performing clerical operations of moderately difficult nature in connection with the fiscal, budgetary, payroll reports and accounting records. This job differs from that of Account Clerk in that the incumbent is responsible for maintaining carried financial records and accounts, is required to display a high degree of judgement in the carrying out of prescribed procedures. It is also a specialized clerical position that ensures the proper maintenance of employees’ payroll records and assisting others in proper payroll documentation procedures. This work is performed under the general supervision of a higher ranking employee with considerable leeway for independent judgement in carrying out assignments. Does related work as required.
EXAMPLES OF WORK:
-Compiles payroll figures and keeps records of withholding taxes, social security, retirement, insurance and other deductions
-Prepares roster cards; posts entries involving appointments, salary increases, probation reports, promotions, resignations, terminations, etc.
-Makes decisions on payroll questions using pre-established criteria;
-Using the payroll computerized system, compiles, collects and disseminates statistical data;
-Conducts annual certification of payroll to ensure accuracy of the payroll data;
-participates in preparing regular and periodic state and local reports;
-Maintains related files and records in connection with forms, correspondence, and reports; answer routine inquiries on employees service records;
-Plans work program to meet payroll schedules;
-Performs other general and specialized clerical work;
-May occasionally operate an alphanumeric keyboard to transcribe data to either punch cards, tapes, magnetic discs or directly to a computer.
-Maintains accounts and/or records in connection with fiscal affairs of the payroll department;
-Posts entries to journals and ledgers;
-Keeps an extensive set of ledger accounts; prepares, verifies and sends out bills;
-Keeps daily time records of employees and prepares payroll;
-Prepares and processes vouchers for payment; prepares financial reports, statements and records and reports for accuracy;
-Collects records, safeguards and deposits cash
-Compiles data for annual financial reports, statements and records;
-May occasionally type such material as correspondence, memoranda, reports, purchase orders, lists, tabulations, payrolls and stencils;
-Give information to the public, either personally or by telephone
-May maintain purchase records relating to annual agreements
-May assist in writing procedures for staff
REQUIRED KNOWLEDGES, SKILLS AND ABILITIES:
Thorough knowledge of the methods used in keeping financial records; good knowledge of office terminology, procedures and equipment; working knowledge of forms procedure and terminology involved in the maintenance and checking of employee roster records and payrolls; ability to operate a computer; good knowledge of business arithmetic and Enlighs; ability to compile and prepare reports; ability to type at a satisfactory rate of speed; ability to understand and carry out oral and written directions; ability to get along well with others; a high degree of accuracy; initiative and resourcefulness; industry and dependability, capable of performing the essential functions of the position with or without reasonable accommodation
ACCEPTABLE EXPERIENCE AND TRAINING: Graduation from high school or possession of a New York State High School Equivalency Diploma supplemented by a course in typing;
OR
Any equivalent combination of experience and training sufficient to indicate ability to do the work.
