Provide services as a Senior Advisor in support of the overall functions of the National Institute on Aging (NIA) within the National Institutes of Health (NIH). The purpose of this position is to provide advisory services and staff support to the Deputy Director, Division of Neuroscience at the NIA and its senior managers on a full range of issues relating to administrative management and operational support of the division, with specific expertise and focus on AD/ADRD data resource platforms supported by the Division and increasing their functional interoperability. The task will include providing advice, recommendations and options for the appropriate alignment of people, functions and structure; providing facilitation and training as needed; and providing special initiatives at the discretion of division leaders.


Duties and Responsibilities:

  • Provide strategic management planning and execution, business management, strategic planning, process improvement, metric assessment and measurement, acquisition planning, program management and governance.
  • Analyze current processes; develop strategies to improve them.
  • Provide advisory services on a full range of issues relating to administrative management and operational support of the Division.
  • Provide leadership for and coordinate the overall strategic direction and planning for the program.
  • Conduct and perform current state assessments; perform gap analysis; target ‘as-is’ state development and formulate the to-be state with associated execution strategy and roadmap project schedules.
  • Conduct interviews with staff to provide recommendations and options for the appropriate alignment of people, functions and structure.
  • Provide analyses, evaluations, technical assessments, feedback and support in the planning and implementation of activities.
  • Provide recommendations and options for the appropriate alignment of staff, functions and structure.
  • Provide creative counsel on data reporting and formatting.
  • Provide advice on emerging issues affecting the Institute's research mandate.
  • Provide advisory services and staff support to executives and senior managers on a full range of issues related to the support of all divisions and centers.
  • Respond to public inquiries in consultation with staff.
  • Participate in education activities; provide expert input; advise program staff on the design and implementation of new programs; review research portfolios; identify potential gaps for new research opportunities.
  • Collaborate with staff on the alignment of any proposed changes to enhance the delivery of services and organizational development within the Institute.
  • Review plans for future programs based on draft and final forms.
  • Work with staff to develop policies for programs, including engagement, informed consent, enrollment, return of results, and sample governance.
  • Coordinate and design activities related to the development, approvals and launching of new research funding concepts that utilize government grant and contract funding mechanisms.
  • Identify gaps in existing scientific knowledge and provide recommendations for future research efforts.
  • Work with staff to define a target state for the organization, processes, tools and technology required to meet the evolving needs of the Institute, including responsiveness to scientific and technological advances.
  • Provide broad support of the Institute's agenda, including strategic and tactical activities, and executive-level interfacing.
  • Determine solutions to overcome barriers, fill needs, respond to scientific opportunities and develop collaborative solutions.
  • Provide input on complex inquiries.
  • Perform research in support of strategic planning
  • Perform technical review and conflicts analysis on a range of ethics issues such as financial disclosure, advisory board membership and preclearance of candidates for employment.
  • Provide recommendations for internal management, risk assessment and deployment of assets.
  • Develop and coordinate a plan for outreach and communication about the program. 5
  • Work with staff to develop dynamic web-based and educational content for the program.
  • Prepare and lead presentations about program to NIH leadership, recruitment venues and meetings. Lead and/or attend and participate in working groups, meetings and conferences.
  • Work with staff on the planning and promotion of community engagement.
  • Attend national scientific conferences to provide information on programs; present scientific reports; identify potential collaborators.
  • Write and edit scientific/technical products for a variety of audiences, including the scientific community.
  • Design, produce and evaluate information materials to reach national and international audiences through the media and through intermediaries such as voluntary agencies and health professionals; disseminate this material to relevant audiences as directed.
  • Identify and respond to scientific opportunities and build national and international research collaborations. 1
  • Participate in audits, trainings and site visits as needed. 3
  • Review scientific papers, reports and manuscripts prepared by others, prior to submission. 4

  • Work products and documents related to providing facilitation and training and to the performance of special initiatives at the discretion of NIA division staff. - Quarterly

Basic Qualifications:

  • Ph.D. in Neuroscience, Bioinformatics, Data Science, Molecular Biology, Physiology, Genetics, or a related discipline.
  • Minimum of three (3) years of senior executive experience as a Program Officer with responsibility for the full range of administrative responsibilities related to NIH and NIA Grants and Contracts administration at the program level, supervision of other scientists and budge planning.
  • Five (5) years of experience in overseeing a biomedical Data Coordinating Center (DCC).
  • Knowledge of data management and data governance, implementation of Findability, Accessibility, Interoperability, and Reusability (FAIR) principles, literature and database searches.

Minimum Qualifications:

  • Ability to multi-task and pay close attention to detail.
  • Excellent analytical, organizational and time management skills.
  • Strong communication skills, both oral and written.
