Summary: The Senior Analyst, Public Health Systems Improvement provides support for ASTHO's technical assistance and capacity building to state and territorial health agencies in the areas of quality and business process improvement, public health financial management, and assessments and planning for organizational and public health system improvement. The Senior Analyst supports activities, tasks, and projects aimed at enhancing public health infrastructure of state and territorial health agencies through the application of performance management and quality improvement methodologies.
Location: Remote
Anticipated salary: $74,000 Extended experience: up to $84,000 if experience exceeds expectations
Principal Functions:
Assists in the management of quality and performance improvement project activities including activities with state and territorial public health agencies and/or external consultants.
Serves as an informational and subject matter resource for ASTHO members and internal staff related to quality and performance improvement, business process improvement, and/or systems improvement.
Collaborates with the Senior Director and Directors in the Performance Improvement department and other ASTHO programs on cross-cutting projects and deliverables to support public health system improvement and infrastructure projects in alignment with ASTHO’s strategic plan.
Supports capacity building of state and territorial health agencies through learning communities and/or in-person or virtual training.
Develops and disseminates capacity building products and activities for members and partners including storyboards, webinars, blogs, issue briefs, policy statements, podcasts, videos, and microlearning's.
Assist with developing grant proposals, cooperative agreements, work plans, and progress reports for funders.
Responds to requests for assistance from members, affiliates, and national organizations on quality and performance improvement.
Provides project support such as note-taking, meeting and webinar development, maintaining content on the ASTHO website, and other duties as needed to coordinate workgroups and disseminate information.
Facilitate and maintain productive working relationships with ASTHO’s members and successfully embody the role of subject matter expert on performance and quality improvement tools and methodologies.
Ability to travel up to 15% of the time.
Qualifications:
Master's degree in public health, business or public administration, organizational development or related field of administration and management preferred.
Knowledge of, and experience working with administration of federal and financial grant programs.
Three years of work experience in performance management and quality improvement tools and methodology applied in a state or local governmental public health or health care setting preferred.
Demonstrates experience using qualitative and quantitative data collection and analysis methods for project evaluation.
Demonstrates experience conducting assessments and systems planning initiatives.
Excellent written and oral communication skills, and ability to manage multiple projects and deadlines.
Excellent relationship management skills and experience providing guidance to all staff levels.
Comfort using the Microsoft Office package, multiple online systems, and virtual communication tools on a regular basis.
ASQ-CQI certification desired but not required.
