Synchron is seeking a qualified candidate to support the Navy OPNAV N803. The Program Analyst will assist N803 with liaison and communication with other Navy organizations that have responsibilities in the OPNAV PPBE process. The Program Analyst will assist in the development and balancing of Navy equities throughout the DoN Program Objective Memorandum (POM) process and with the annual DoD budget submitted to Congress. OPNAV N8 advises both the CNO and SECNAV staffs on strategic programming guidance and financial management of Navy programs.

Responsibilities:

  • Provide a wide array of analytical, professional, and administrative services in support of the OPNAV N803 mission.
  • Have a positive attitude, be flexible if plans and directions change, be comfortable working with tight deadlines on occasion, and be able to communicate professionally with stakeholders.
  • Have familiarity with one of the following Navy programs: Ship and Submarine; Aviation; Expeditionary Warfare; Command, Control, Communications, Computers, Intelligence, Surveillance, and Reconnaissance (C4ISR); Operations and Maintenance; and Manpower.
  • Assist N803 staff with the development and implementation procedures to collect, evaluate, and devise funding strategies to meet the programmatic priorities of the DoD, Secretary of the Navy, Chief of Naval Operations (CNO), the Fleet, and Fleet Combatant Commanders.
  • Assist in the development of requirements packages for scientific, analytical, and technical studies associated with Navy’s Analytical Studies Program.
  • Develop Contract Data Requirement Lists (CDRLS) for requirement packages.
  • Directly support execution of the portfolio for the Navy Analytic Office (N7), the Deputy Assistant Chief of Naval Operations for Integration of Capabilities & Resources (N8), and OPNAV at large for all contracting and studies’ funding both in the year of execution and the Future Years’ POM.
  • Manage and report metrics for analytical studies.
  • Ability to document and development standard operating procedures and processes
  • Support analytical studies and strategic guidance that enable senior Navy leadership to allocate limited resources to expansive requirements and comprehend complex relationships between funding and programmed outputs.
  • Provide support for all division and branch efforts to determine factors that result in Afloat Readiness, Shore/Infrastructure Readiness, Military Manpower, and related accounts.
  • Provide analyses with the most accurate, current and historical data programmed both for specific programs and at the broader appropriation level, and explain changes outlined in PBIS issues.
  • Able to walk approximately ¼ mile during the work day for client visits and to attend meetings. Able to travel by commercial airline and rental vehicle if needed for Government travel requirements. Ability to lift and carry up to 25 lbs.

Education and Experience Requirements:

Education: Bachelor’s Degree OR Five years of experience can substitute for the education requirement. Minimum of high school diploma or related.

Experience:

  • Candidate must have at least five years of experience with knowledge of Federal Acquisition Regulations and their application to defense studies & analysis and consulting service contracts
  • Comprehensive knowledge of naval programming goals, plans and requirements and the ability to translate these into executable programs
  • Experience serving in the Navy or within the OPNAV staff or other Pentagon programs
  • Experience providing package coordination with OPNAV sponsors or related
  • Active Secret clearance
