World Vision is hiring a Senior Program Manager to serve on the Program Quality and Impact Division of the International Programs Group.

Required experience: Bachelor's degree or equivalent work experience (eight years). In addition to education or education equivalent, requires a minimum of 6-8 years of relevant professional experience. Work experience to include direct experience managing large grants from US Government agencies, institutional foundations, or individual mega donors. Proven experience effectively managing large projects and successful resolution of implementation challenges. Demonstrated ability to facilitate multi-stakeholder engagement. Broad sector knowledge and/or field experience in one of more of the following areas: health, child protection, education, gender, food security, livelihoods, WASH, humanitarian or emergency programming, and/or monitoring and evaluation. Strong skills with Microsoft Office Suite.

Work Authorization: Must be authorized to work in the U.S.A. for any employer.

Travel: Up to 25% of the time, both in development and fragile contexts.

Salary Range: $80,000-128,000. Please note the typical hiring range is $85,000 - $104,000 annually. Job offers within the range are based on relevant job qualifications and pay equity. This range applies to locations with a market similar to our Washington D.C. office. A different range may apply based on your work location.

The Job:

The Sr. Program Manager will contribute to the International Programs Group's program quality and reporting goals through the management of sectoral projects (funded by US Government agencies, foundations, selected mega donors) and support proposal development process for portfolio related projects. Portfolio includes highly complex and/or high-profile grants (generally with values exceeding $10M per year). Oversee project implementation and providing monitoring and evaluation of the portfolio to ensure financial and legal compliance and help pre-position World Vision for opportunities. Ensure compliance to donor standards, develop tools, and provide capacity building for funded projects. Promote and showcase existing projects and innovative ideas through external and internal engagements. Help carry out our Christian organization's mission, vision, and strategies. Personify the ministry of World Vision by witnessing to Christ and ministering to others through life, deed, word and sign.

Key Responsibilities:

  • Keep Christ central in our individual and corporate lives. Attend and participate in the leadership of devotions, weekly Chapel services, and regular prayer.
  • Provide support and oversight to project start-up with National Office, partner, and other key stakeholders. Responsibilities include, but are not limited to:
    • Facilitate start-up workshop, any required training (i.e., donor requirement, reporting), sharing of key program design documents, clarity on roles and responsibilities, action planning, and communicate outcomes of start-up to donor and critical stakeholders.
    • Assist with recruiting and staffing/consulting needs.
    • Ensure that monitoring and evaluation system is set up (including reporting templates), processes for developing detailed implementation plan is communicated and ensure that the reporting and evaluation process for the performance management of programs is developed.

  • Ensure that portfolio is managed effectively through appropriate, timely and detailed communication with appropriate internal teams, donors, and other relevant stakeholders regarding major issues and successes related to the project. Coordinate with appropriate staff and leadership to encourage and facilitate the documentation of promising practices and lessons learned. On-going project implementation support includes, but is not limited to:
    • Ensure on time submission of high-quality reports.
    • Monitor implementation and resource/fund utilization rates in conjunction with Finance.
    • Assist the field in accessing appropriate technical assistance for successful implementation of activities.
    • Monitor compliance and ensure WV responds professionally to all compliance and audit issues, follow-up on audits findings and evaluation recommendations.
    • Lead program quality assurance and improvement, including development of tools, organizational and multi-sector linkages/leveraging, regular measurement of performance, and collaborative reviews to assess program and monitoring and evaluation (M&E) quality.
  • Support at 20% LOE GESI Advisor with the roll out of GESI focused activities at the country level.
  • Lead close-out process (includes final reports, evaluations and lessons learned). Ensure that evaluation outcomes and lessons learned are shared with and disseminated to all appropriate stakeholders.
  • Lead or support assigned acquisition activities, including:
    • Ensure assigned pre-positioning opportunities have a well-developed matrix/capture plan/ gather, organize and disseminate intelligence on the opportunity; hold productive internal and external partnering discussions, map, identify and facilitate signing of partner Pre-Teaming Agreements; support NO in recruitment as requested; and work with the NO and technical advisors to coordinate pre-design activities.
    • In partnership with appropriate colleagues and leadership, identify strategic partnerships, manage these partnerships to align strategies and engage organizations to demonstrate World Vision's capacity for upcoming bids. Develop memos of understanding (MOUs), build consortiums, and lead partner evaluation processes.
    • Promote and showcase existing high priority projects and innovative ideas through external and internal engagements. Raise visibility of WV project impact through external events or written products and work with technical advisors to identify innovative programming in grants.
    • Develop and maintain a repository of learning and evidence-base to share with program officers and share tools and resources for support to existing staff.
    • Support the proposal manager in the proposal development process for relevant new opportunities, including activities such as: providing input into relevant proposal sections and proposal review; supporting proposal process management (e.g., coordinating partners and securing needed consultants); and supporting proposal manager in other proposal needs as appropriate.
    • For project within portfolio, coordinate and submit cost extension.
  • Provide on-boarding support and ongoing capacity building in program management and prepositioning to colleagues and teammates.
  • Conduct appropriate and useful field visits to assist the office, ensuring communication and coordination with appropriate staff members.
  • May hire, fire, train, and counsel employees under direct and indirect supervision; evaluate employee performance against individual and team goals and recommend salary increases, promotions and other personnel actions.
  • Perform other duties as assigned.
  • Work collaboratively with team members when assigned to work as part of a team.
  • Keep informed of organizational announcements, activities and changes via regular reading of the WVUS Intranet and other corporate communication tools.

Salary Range & Benefits:

  • The full range for this position is $80,000 - $128,000.
