LinQuest is seeking a Space Force Human Capital Analyst to work at the Pentagon.
The Human Capital Analyst will support the US Space Force Headquarters Staff, Pentagon. The USSF is a military service that organizes, trains, and equips space forces in order to protect U.S. and allied interests in space and to provide space capabilities to the joint force. USSF responsibilities include developing Guardians, acquiring military space systems, maturing the military doctrine for space power, and organizing space forces to present to our Combatant Commands. The National Defense Authorization Act (NDAA) for Fiscal Year (FY) 2020 established the USSF as a new branch of the Armed Forces within the Department of the Air Force (DAF).
Responsibilities:
- Support assignments, promotions, inter-service transfer accessions, and Talent Marketplace queries as well as CMS updates on USSF assignments, transfers, promotions, accessions, separations and retirements, etc.
- Support onboarding, USSF orientations, strategic communications and deploying/administering surveys
- Data analytics support for all TM dashboards and analysis products; Behavioral and I/O scientist support for USSF Engagement programs as well as Assessments for recruiting, hiring, promotions, development, retention, appraisals
- Competency management oversight and development plans; Mentoring and Coaching SMEs
- Engage with USSF senior leadership to assess academic institutions for suitability for inclusion into the University Partnership Program in accordance with established qualifying criteria
- Review qualifying criteria at least annually with USSF senior leadership to determine required modifications to the selection criteria
- Implement and execute the approved method for developing and implementing a university partnership
- Sustain the university partnership over the duration of the agreement
- Conduct site visits upon request by university officials to assist in partnership development
- Formulate an effective communication strategy for each partnership activity
- Develop and design partnership, internship and mentorship processes and programs
- Manages accounts on NIPRNet & SIPRNet and the Task Management Tool, to ensure action items are appropriately tasked, tracked, and closed in a timely manner.
- Demonstrated understanding of Space enterprise to include DoD requirements, acquisition, and budgeting processes and applicable Defense Space guidance and policy.
- Demonstrated ability to plan, organize, lead and execute studies or projects and outbrief results to senior leadership.
- Demonstrated interpersonal, organizational, oral presentation and executive writing skills.
- Experience supporting Service HQ or DoD Agency or IC staffs.
Required Skills:
- Familiarity with Defense Space and National Security Space in the areas of strategy, requirements, capabilities, analysis, architectures, programs, acquisition, and operations.
- Familiarity with civil, commercial and international space capabilities and architectures.
- Familiarity with the DoD space control systems and architectural analysis.
- Experience evaluating DoD, AFSPC, SMC, or NRO space systems.
- Familiarity with TMT and/or or other HQ staffing tools
Required Experience:
- Bachelor’s Degree or Equivalent, plus 5-15 yrs. applicable experience
- Must have an active TS/SCI clearance to be considered for the position.
Preferred Experience:
- Master’s degree in Space Systems or a STEM field.
- 15+ years’ experience in an Ops, engineering, scientific, analysis, policy or planning field related to Defense Space
- HQ AF/SAF staff experience within the past 3 years
