Odyssey Systems has an exciting new opportunity for a Spectrum Assignments subject matter expert supporting the Navy Marine Corps Spectrum Center (NMSC). This is a full-time role in Ft. Meade, MD. NMSC is responsible for all Navy spectrum management-related matters, policy and procedures Their mission is plan, provide and preserve access to the radio frequency spectrum for the Department of the Navy and selected Department of Defense activities in support of national policy objectives, systems development and global operations. This includes obtaining spectrum access critical for all Navy core functions, and defending Navy spectrum access to regulatory agencies at the joint, national and international levels.

Responsibilities:Duties include, but not limited to:
- Reviews frequency assignment proposals to determine whether or not these proposals, if approved, would result in technical conflicts with existing frequency assignments
- Reviews the frequency assignment proposals for compliance with applicable policy, regulations, and procedures, and recommend corrective action when necessary; understand and use the National Table of Frequency Allocations, various assignment plans, restrictions, rules and procedures for authorizing frequency assignments.
- Performs interference analysis, frequency nomination and processing using Spectrum XXI and the Government Master File (GMF).
- Evaluates and initiates frequency proposals in standard frequency action format in accordance with MCEB PUB 7.
- May perform site surveys and assists in the development of communications plans.
- Must be a US Citizen
- Required Clearance: Must have and be able to maintain a Secret Security Clearance
- Required Education: High school diploma or equivalent
- Graduate of a spectrum management course such as, the Army’s Electromagnetic Spectrum Manager SLC, Interservice Radio Frequency Management School, or Spectrum Operations Apprentice Course or equivalent.
- One (1) year of experience working at a federal department level spectrum office directly processing spectrum assignment actions to the NTIA’s Frequency Assignment Branch (FAB) for consideration.
Preferred Qualifications:
- Five+ combined years of experience in the field of electrical engineering and spectrum certification
- Ability to work in a dynamic environment, professional demeanor,
- Excellent presentation skills, and
- Excellent organizational and time management skills.
Additional Information:
- Availability of position is contingent upon contract award
- If on Fort Meade: Duty location in DISA headquarters, Building O.
- Minimal travel outside the National Capital Region
- Occasional travel within the National Capital Region
Please note: Final compensation for this position will be determined by various factors such as the Federal Government contract labor categories and contract wage rates, relevant work experience, specific skills and competencies, geographic location, education, and certifications.
