RT&T, a joint venture of InDyne, Inc. and Amentum Services, Inc. is the prime contractor to support the Atlantic Range Technical Support Services (ARTSS) for the Naval Air Warfare Center Aircraft Division (NAWCAD) headquartered in Patuxent River, MD, and with locations in Maryland, Virginia, and California.
ARTSS supports Atlantic Test Ranges (ATR) and Atlantic Targets and Marine Operations (ATMO) in research and development, engineering, maintenance, operation, support of facilities, systems, and equipment in order to meet the engineering development and operational testing and fleet training missions for some of the world’s premier systems. Our work with the U.S. Navy keeps the warfighter safe by testing systems before they are used in combat, and we are hiring personnel to support this important mission.

The Senior Contracts Manager position is located at Lexington Park, MD. Responsible for preparing bids, negotiating specifications with suppliers, partners, and customers. Assists in the preparation of contractual provisions and the administration of contract proposals. Manages the contracts function for InDyne Shared Services, including all aspects of contract administration. Supervises contracts administrative support specialists and procurement personnel who are responsible for the day-to-day activities of assigned areas.
Essential Duties and Responsibilities:

- Administering contracts by providing interpretation of contract clauses and Federal government contracting regulations such as the Federal Acquisition Regulation (FAR), Department of Defense Federal Acquisition Supplement (DFARS), Service Contract Act (SCA), David Bacon Act, Fair Labor Standards (FLSA), and wage and hour laws; fulfilling contract obligations, negotiating contract changes and maintaining official contract files; interfacing regularly with the Government Contracting Officer and Contracting Officer’s Technical Representatives.
- Ensures all tasking issued by the customer is within contractual scope and requirements; manages task authorization and assignment, coordinates overall data management and ensures contract CDRL compliance.
- Responsible for oversight and administration of the procurement function of Shared Services including compliance with established procurement policy and FAR requirements; provides subcontract management and administration for all subcontracts, purchased service agreements, and consulting agreements.
- Responsible for assisting the Corporate SBLO in oversight of small business subcontracting plans and associated reporting requirements in eSRS.
- Analyzes RFP’s, solicitations, and contract terms and conditions as required.
- Coordinates with the Finance & Accounting for required financial reporting for contracts, including monthly task cost performance, and small business performance against goals.
- Creates, reviews, edits and negotiates Contract Agreements (NDA’s, TA’s, etc.)
- Develops, maintains, and manages contract records and reports.
- Assists in the creation of internal reports and information for contract management.
- Supports InDyne operational objectives.
- Other duties may be assigned commensurate with position.
Educational/Training Requirements:
- BS or BA degree in related field and fifteen years of contract management experience with ten years of management or supervisory experience is required.
Required Skills/Experience: (List any specific skills required and amount of experience necessary to perform job. i.e. Supervisory experience, certification/license, driver’s license, security clearance)
- Candidates must be eligible to obtain and maintain a minimum of a Secret security clearance.
- Minimum of fifteen years government contracting experience with knowledge of FAR and DFARS
- Highly proficient in MS Office 365 (Word, Outlook, Powerpoint, Excel)
- Must have strong negotiation skills
- Observes company Quality, Safety, Environmental, Security and Administrative policies; supports Process Improvement.

- This position will be subject to substantial movements (motions) of the wrists, hands, and/or fingers.
- Must be able to have close visual acuity to perform an activity such as: preparing and analyzing data and figures; viewing a computer terminal; and requires very little lifting or moving of heavy objects or materials. May require sitting for long periods of time.
