Position Location:
This position is located in Los Alamos, New Mexico.

Position Summary
While working to achieve N3B LLCC objectives, will ensure all activities and operations are performed in a safe and deliberate manner; will maintain required safety, security and operational training; assure procedural and regulatory compliance; and make safety, security and quality an integral part of every task; including taking the necessary steps to stop work if continuing the job is unsafe or compromises security.

Essential Duties/Responsibilities (may include, but are not limited to):

The Senior Director, Nuclear Safety and Criticality is responsible for providing strategic leadership, planning, leading and operational activities for environmental programs to accomplish performance objectives.
  • While working to achieve N3B LLCC objectives, will ensure all activities and operations are performed in a safe and deliberate manner; will maintain required safety, security and operational training; assure procedural and regulatory compliance; and make safety, security and quality an integral part of every task; including taking the necessary steps to stop work if continuing the job is unsafe or compromises security.
  • Lead for division level Safety Basis program and operational activities.
  • Lead development and maintenance of programmatic policy and procedure manuals for performance of hazard identification, facility hazard categorization, accident analysis; selection of controls, and development of associated safety basis documents including un-reviewed safety question determinations, technical safety requirements, and safety assessment documents, facility safety plans and analysis.
  • Provide programmatic direction for self-assessment and external management assessment for Safety Basis quality improvement of processes.
  • Authority for Safety Basis technical/quality issues requiring interpretations, analysis, and conflict resolution.
  • Responsible for Safety Basis development software including software quality requirements for applicable Safety Basis codes per DOE and N3B standards.
  • Monitors performance of programmatic audits, assessments and metrics for Nuclear Safety and take corrective actions as necessary
  • Responsible for programmatic implementation of Fire Protection, Readiness and Criticality Safety
  • Responsible for the USQ program including programmatic procedures, developing and conducting initial and refresher USQ training, and assessments of the process.

Minimum Qualifications (Knowledge, Skills, Abilities):
  • Knowledge of and proficiency in Department of Energy [DOE] and industry standards on safety basis
  • Experience performing risk and hazard analyses for a nuclear/non-nuclear facility
  • Experience with Department of Energy [DOE] or Nuclear Regulatory Commission facilities
  • Expert knowledge and ability to develop and apply highly advanced principles, concepts and techniques in general engineering
  • Skill and ability to perform critical strategic tasks and to interpret broad strategic requirements and develop and execute plans to satisfy them
  • Ability to have major impact on organizational success and productivity, with extensive latitude for independent judgment
  • Ability to communicate effectively at the highest levels
  • Ability to develop and lead large sized projects, including defining scope, objectives and methods
  • Ability to train and mentor more junior staff
  • Can be viewed as an expert within a specialty and as highly competent within the broad discipline, both internally and externally
  • Level of language skills, mathematical skills, communication skills, reasoning ability and computer skills necessary to perform essential functions of the job
  • PREFERRED: Experience in DOE Criticality safety programs and fire protection principles

Education and Experience Required:
Bachelors' degree in appropriate discipline (Engineering or hard science) with at least 18 years of experience, with at least 7 years being in management; however, a combination of education and relevant experience wherein the knowledge, skills and abilities to perform the position’s duties and responsibilities have been adequately demonstrated is acceptable.

Working Conditions and Physical Requirements (Sedentary Work):
Sedentary work involves lifting no more than 10 pounds at a time and occasionally lifting or carrying articles like docket files, ledgers, and small tools. Although a sedentary job is defined as one which involves sitting, a certain amount of walking and standing is often necessary in carrying out job duties. Jobs are sedentary if walking and standing are required occasionally and other sedentary criteria are met.
