Overview:
Working with Jhpiego’s Chief Operating & Finance Officer (COFO) and Jhpiego’s Senior Leadership, the Senior Director, Compliance will be responsible for assuring international program compliance with applicable policies, guidelines, regulations and procedures.

The Senior Director, Compliance is accountable for identifying risks that hinder the achievement of Jhpiego’s strategic and program objectives, developing standardized approaches to a reduced risk profile in each country and leads communications on all fraud related issues. Additionally, this position will participate in the annual risk assessment process under the direction of the COFO and, in partnership with Global Program Operations and other finance leadership, develops strategies and action plans that strengthen Jhpiego’s internal controls and compliance capacity.

Other responsibilities include providing guidance, training, and compliance oversight in the areas of procurement, subrecipient monitoring, financial management, and other operational areas as needed. The Senior Director, Compliance also works closely with Country Directors and their teams including finance and administrative and human resources staff to ensure compliance with Jhpiego, the Johns Hopkins University, and donor regulations.

This is
hybrid role that can be based out of our Baltimore, MD office.

Responsibilities:
  • Develops and implements long-term strategy that defines sustainable standards for Jhpiego, effectively identifying and measuring the appropriate level of risk and compliance for activities across HQ and all Country offices
  • Oversees compliance standards, ensuring key roles and responsibilities for compliance management are defined and understood across all Country offices and HQ Departments
  • Develops annual compliance review work plans and risk matrix based on the country office project portfolio to ensure full compliance coverage
  • Identifies and mitigates activities of high risk to Jhpiego and where needed, brings strategic resolution to areas of high concern across all of Country Offices
  • Leads the design, development, and execution of compliance monitoring plans for sub- recipients based on risk analysis, including monitoring visits, desk audits and spot checks to determine Jhpiego overseas office and partner compliance with applicable donor rules and regulations and Jhpiego policies and procedures
  • Monitors activities across Country Offices to ensure related processes are administered in compliance with established Jhpiego, JHU and donor requirements, as well as all applicable policies, regulations and laws
  • Oversees effective record keeping / data management practices and ensures significant financial, managerial, and operating information is accurate, accessible, reliable, secure, and timely
  • Oversees the implementation and use of effective tools, systems, policies, and procedures that ensure consistent compliance with donor requirements as well as all applicable JHU and Jhpiego policies / procedures
  • Leads and manages Compliance staff coordination with Country Directors and GPO to ensure adequate internal controls are in place and internal compliance review and audit recommendations are adequately addressed in a timely manner to reduce risks
  • Support Jhpiego’s COFO on all fraud related correspondence to internal and external stakeholders
  • Leads relationships and maintains regular correspondence with JHU to ensure alignment with University and regulatory requirements
  • Serves as the primary contact for the JHU Internal Audit unit
  • Manages internal and external audits, including JHU Audits of Jhpiego Country Offices
  • Coordinates the audit preparation stage and updates JHU’s audit SharePoint site to document corrective actions implemented where required
  • Serves as the primary contact for Integrity Counts (an internal compliance and fraud reporting tool)
  • As directed by the COFO, disseminates, and promotes use of best practices from internal control reviews of country offices and best practices identified by country office audits throughout the organization
  • Leads assessments and analyses of Jhpiego country offices, including subrecipient compliance
  • Ensures the integrity of Jhpiego’s financial, process and technology control; develops and implements improvements to further enhance efficiencies and compliance
  • Directs continuous improvement initiatives, including the development and implementation of appropriate analytical techniques, assessment tools and procedures for identifying, preventing, and assessing compliance risks
  • Supports Jhpiego’s COFO to develop financial policies and procedures to be implemented across Country Offices
  • Leads the Operational Manual update on an annual basis
  • Trains in-country staff on the various Jhpiego manuals, Jhpiego or JHU policies and/or donor guidelines, regulations or policies
  • Provides coaching, guidance and mentorship to direct report(s) where needed
  • Sets targets and objectives for assigned area and delivers results
  • Grows team expertise to align with program and organizational direction while continually looking for ways to provide / enhance the value delivered
  • Leads a high-performing team and provides ongoing feedback and performance reviews
  • Tracks, monitors and effectively addresses and / or rewards performance of team members
  • Manages employees in compliance with all HR policies, procedures, guidelines
  • Shares knowledge, information, skills and subject matter expertise among the team and ensures the timely communication of issues while encouraging good working relationships with other functions / teams
  • Recruits for all hires to ensure a highly diverse, qualified workforce with the necessary capabilities needed to achieve goals

Required Qualifications:
  • BA in Finance, Economics, Business or a related field
  • 15+ years’ experience managing international development financial operations
  • In-depth knowledge of USAID collaborative agreements and grants contract administration and accounting requirements
  • Sound understanding of management information systems requirements and connectivity issues in an international environment
  • Knowledge of US government cost principles, GAAP, and grant/contract management
  • Significant knowledge and experience with OMB Circulars, the CFRs and the FAR
  • Proven management skills with successful track record of mentoring and staff development
  • Experience in the development of finance and accounting policies, procedures and systems
  • Demonstrates a leadership and management style that works in cooperation with others who represent a wide range of interests and needs
  • Demonstrated ability to work collaborative with other leadership team members, finance and program staff and external partners and financial sponsors in a complex, high-performing organization, make timely strategic decisions and obtain effective buy-in from colleagues and staff
  • Comfortable with a team approach to management and the ability to manage several major activities simultaneously
  • Excellent general management skills particularly in facilitation, team building and coordination
  • Effective communicator and can explain the organization’s direction and motivate others with strong, honest leadership
  • Ability to travel internationally up to 30% time
The salary range for this role is expected to be: $150,16 5 - $180,198.
The referenced salary range is based on Johns Hopkins University's good faith belief at the time of posting. Actual compensation may vary based on factors such as geographic location, work experience, market conditions, education/training and skill lev el.
