Description

The City of Anaheim Community Services Department seeks a dynamic Parks Services Superintendent with a passion for public services to supervise and coordinate the activities and operations of assigned park and tree crews, contract services, and programs within the Parks Division. This position will supervise both office and field staff. The Superintendent will also oversee contract maintenance functions including preparing and reviewing contracts and is responsible for budget preparation and monitoring. Lastly, the Superintendent will work with multiple entities including other city departments, nonprofits, and volunteers to maintain parks clean, safe, and inviting for all patrons.

Candidates must possess at least six years of responsible parks maintenance experience of which includes a minimum of two years of supervisory administrative experience, supplemented by relevant college level coursework.

The ideal candidate will possess:


  • A Bachelor's degree in Park Administration, Ornamental Horticulture, Arboriculture, or related field
  • Strong communication, writing, and leadership skills
  • Prior experience working out in the field in park operations and maintenance.
  • Possess certification as an Arborist, Pest Control Advisor License, Qualified Applicators Certificate or License, Irrigation Association (IA) Water Auditor, or National Playground Safety Inspector Certification

Essential Functions

The following functions are typical for this classification. Incumbents may not perform all of the listed functions and/or may be required to perform additional or different functions from those set forth below to address business needs and changing business practices.

Coordinate the organization, staffing, and operational activities for assigned parks, trails, and/or landscape maintenance and urban forestry programs and operations.

Oversee and participate in the development and implementation of strategic plans, goals, objectives, policies, and priorities for assigned areas and services; recommend and implement policies and procedures.

Identify opportunities for improving service delivery methods and procedures; identify resource needs; review with appropriate management staff; implement improvements.

Direct, coordinate, and review the work plan for the park or tree maintenance program; investigate service requests and recommend corrective action for resolution; prioritizes, plans, and manages annual schedules, as well as response to emergency events; assign work activities and projects, including special projects and assisting with public events at City parks; monitor work flow; review and evaluate work products, methods, and procedures; meet with staff to identify and resolve problems.

Participate in the selection of assigned personnel; provide or coordinate staff training; work with employees to correct deficiencies; implement discipline and termination procedures.

Participate in the development and administration of the Park Division budget; develop and administer budget for assigned section and/or programs; forecast additional funds needed for staffing, equipment, materials, supplies, and services; monitor and approve expenditures; recommend adjustments as necessary; participate in grant writing proposals and implement grant funding opportunities.

Participate in the negotiation and administration of contracts for contracted services; prepare Requests for Proposals and bid specification; conduct pre-bid walk thru with potential bidders to review sites and specifications; conduct post award orientation with contractors; verify product and/or services conform with contract specifications; verify accuracy of invoices and approve invoices for payment; request amendments and/or contract renewals; provide technical assistance and information to contract service providers; maintain contract files.

May function as project liaison for capital improvement projects in the areas of design, construction, and equipment for recreation areas and facilities, and perform plan check to ensure that amenities selected conform to standards and maintenance objectives.

Monitor and ensure a safe working environment; ensure the uniform application and enforcement of established safety regulations; identify safety training needs; provide staff training to ensure compliance with OSHA regulations; investigate accidents and coordinate or perform safety inspections; represent the Division at OSHA safety inspections and hearings.

Provide staff assistance to the Parks Manager; participate on a variety of committees; prepare and present staff reports and other correspondence as appropriate and necessary.

Coordinate assigned park maintenance or urban forestry program services and activities with those of other divisions and outside agencies and organizations.

Respond to difficult and sensitive public inquiries and complaints and assist with resolutions and alternative recommendations.

Attend and participate in professional group meetings; maintain awareness of new trends and developments in the fields related to area of responsibility; incorporate new developments as appropriate into programs.

Perform related duties as required.


Qualifications


Experience and Education: Six years of responsible parks maintenance and urban forestry experience including two years of administrative and supervisory experience supplemented by college level course work and specialized training in parks administration, ornamental horticulture, public administration, business administration, or a related field. An equivalent combination of experience and education sufficient to perform the essential job functions and provide the required knowledge and abilities is qualifying.

Knowledge of: Operational characteristics, services, and activities of a park maintenance and urban forestry program; modern and complex principles and practices of park maintenance and urban forestry; materials, methods, practices, and equipment used in park reconstruction, maintenance, and repair services and activities; types and level of maintenance and repair activities generally performed in landscape reconstruction, maintenance, and repair programs; land use and design techniques and procedures; principles of urban forest management; safety practices applicable to landscape maintenance and urban forestry activities; principles and practices utilized in the administration of capital projects; principles of contract administration; principles of municipal budget preparation and control; principles of supervision, training, and performance evaluation; principles and procedures of record keeping; principles of business letter writing and report preparation; modern office procedures, methods, and equipment including computers; computer applications such as word processing, spreadsheets, work management systems, and statistical databases; pertinent federal, state, and local laws, codes, and regulations.

Ability to: Coordinate and direct assigned park maintenance and urban forestry services; supervise, direct, and coordinate the work of staff and contractors; administer contracts with service providers; select, supervise, train, and evaluate staff; recommend and implement goals, objectives, policies, and procedures for providing assigned programs, services, and activities; understand the organization and operation of the City and of outside agencies as necessary to assume assigned responsibilities; understand, interpret, and apply general and specific administrative and departmental policies and procedures as well as applicable federal, state, and local policies, laws, and regulations; participate in the preparation and administration of assigned budgets; plan and organize work to meet changing priorities and deadlines; estimate materials, supplies, and equipment needed; effectively represent the assigned programs to outside individuals and agencies to accomplish the goals and objectives of the unit; work cooperatively with other departments, City officials, and outside agencies; respond tactfully, clearly, concisely, and appropriately to inquiries from the public, staff, or other agencies on sensitive issues in area of responsibility; research, analyze, and implement new program techniques, methods, and procedures; interpret and explain City policies and procedures related to area of assignment; prepare clear and concise reports; communicate clearly and concisely, both orally and in writing; and establish and maintain effective working relationships with those contacted in the course of work.

License/Certification Required: Possession of an appropriate, valid driver's license. Possession of certification as a Certified Arborist, Pest Control Advisor License, Qualified Applicators Certification or License, Irrigation Association (IA) Water Auditor, and/or National Playground Safety Inspector Certification are highly desirable.
