Position Overview:

The Sustainment Programs’ Proposal Lead is responsible for creating compliant, efficient, and timely proposals in accordance with policies and procedures. The Sustainment Programs produce 30+ proposals annually, many being developed and negotiated concurrently over the course of the year, requiring significant coordination and planning of proposal-related activities.

This position is remote with some travel to Woburn, MA and potential other Raytheon locations.

Responsibilities to Anticipate:

• Execute proposal strategy and lead the proposal phases from pre-partnering with customer to proposal development & submission, through fact-finding, negotiation and TINA Sweep.
• Manage the Gate 4 reviews and may be required to present to program and product area leadership.
• Interface with Sustainment Program management team and functional leadership.
• Coordinate and review inputs from RMD Engineering, Operations, Global Supply Chain, Finance, Estimating & Pricing, and Contracts, as well as other Raytheon Businesses (e.g. RIS, GBS) and customer counterparts from MDA.

Qualifications You Must Have:

• Typically requires a University Degree or equivalent experience and minimum 10 years of prior relevant experience or an Advanced Degree in a related field and minimum 7 years of experience
• Relevant professional experience in Estimating, Pricing or Financial Reporting
• Program Integration Control, Coordination (PICC), Business Management and / or Program Management, (PM) related experience
• Experience with Request for Proposal (RFPs)
• The ability to obtain and maintain a US security clearance. U.S. citizenship is required as only U.S. citizens are eligible for a security clearance

Qualifications We Value:

• Experience using Microsoft Excel or similar financial and or reporting tools
• Leadership experience on large proposals across multiple cross functional areas (RMD, RIS, GBS, etc.)
• Strong analytical skills
• Strong negation skills
• Certified BOE developer
• Proposal manager for $100M proposal
• Experience on Sustainment Proposals or Sustainment Program Execution
• EVMS Certified
• PMX level 6 certified or ability to achieve in 6 months
• Knowledge of International Supply Chain processes/procedures
• Familiarity with Raytheon Export / Import (EX/IM) policies
• Familiarity with AN/TPY-2 product line

The salary range for this role is 112,000 USD - 236,000 USD; however, Raytheon Technologies considers several factors when extending an offer, including but not limited to, the role and associated responsibilities, a candidate’s work experience, location, education/training, and key skills.
