********************************************************************************************************************* Effective July 30, 2022, the new pay range for this classification shall be $53,129 - $98,288. ***Important note: This position is classified exempt; therefore, is available to any applicant who meets the minimum requirements and/or special requirements or areas of assignment.*** ***Also refer to posting numbers DEP2300001-Technical Analyst Trainee, and DEP2300002- Technical Analyst Associate. Only one position will be filled with any of these titles.*** *** Employee will be assigned to the Division of Air Quality, Compliance and Enforcement Section in the Charleston Headquarter Office. Under limited supervision, employee will perform administrative work at the adequate performance level providing a wide variety of engineer services. Employee observes, reviews, and comments on performance testing being conducted at regulated facilities to ensure compliance with air pollution rules, regulations and policies. This includes review of performance test protocols, on-site observation and audit of performance tests, and review of post-test results. If necessary, the employee will offer comment, recommendations, and technical input during each of these steps. The employee will also ensure that all documents submitted by the facility and subsequent reviews conducted by the employee are entered into the appropriate computer database. If necessary, the employee will draft enforcement documents to address areas of non-compliance with applicable air rules and/or regulations.
-Review performance test pretest design and/or protocol. To review a test protocol, the employee will apply knowledge of testing methodology, regulatory applicability, and pollutant source design and operation.
-Observe/audit performance tests. To observe a performance test, the employee will apply knowledge of testing methodology, regulatory applicability, and pollutant source design and operation. The employee must also maintain an awareness of personal safety while performing the observation/audit. -Review performance test reports. To review a performance test, the employee will apply knowledge of testing methodology, regulatory applicability, and pollutant source design and operation. -Enter performance test information into the applicable state and federal database(s), inform compliance staff of upcoming tests, and enter all documents into the electronic filing system. The administrative tasks listed require superior attention to detail and enhanced organizational skills. -If deemed necessary based on results of a performance test, draft enforcement documents to address areas of non-compliance. Enforcement documents may include a notice of violation, cease & desist order, or consent order.
-Employee will be provided training in the area of personal protection, and the use of equipment necessary for job performance.
- Must be eligible to be licensed to operate a motor vehicle. Must be able to communicate effectively both orally and in writing.
Employee will perform other duties as required and/or assigned.

MINIMUM QUALIFICATIONS:
Training:
Bachelor's degree from a regionally accredited college or university with a major in Engineering; OR,
Bachelor's degree from an ABET accredited college or university with a major in Civil, Electrical, Electrical Design, Mechanical or Mining Engineering Technology.
Experience:
Five years of full-time or equivalent part-time paid employment in engineering.
