Responsible for operating and maintaining terminal and product stored on-site using established procedures. Performs tank gauging, sample gathering, testing and routine maintenance. Oversees product receiving, truck loading and upkeep of terminal facility.

Minimum Qualifications:
Degree:
  • High School Diploma or equivalent.

  • Shift work, weekends and holiday work is required.
  • Operators must deal with all atmospheric conditions (heat, cold, rain etc.) in the performance of their duties.
  • A valid driver’s license is required.

ELIGIBILITY REQUIREMENTS:

The Maritime Transportation Security Act requires all persons who will need unescorted access to a regulated facility to have a valid Transportation Worker Identification Credential (TWIC), issued in accordance with the rules established by the United States Coast Guard and the Transportation Security Administration. Candidates selected for employment must meet eligibility criteria to obtain a TWIC card.

Job Duties:
DOCK OPERATIONS
  • Connect and remove cargo hoses.
  • Prepare Declaration of Inspection and Declaration of Security.
  • Hold/conduct pre-transfer conference.
  • Inspect piping/valves for proper line up.
  • Gauge vessel and calculate inventory.
  • Act as person in charge.
  • Understand and review Coast Guard Manual, DPCC/SPCC Plan, Facility Response Plan, Facility SOP, TORS.
  • Monitor and inspect hoses and ship load arms.
  • Open and close valves.
  • Take product samples/run tests.
  • Interface with inspectors.
  • Assist in tie up of vessel.
  • Pump down hoses and ship load arms.
  • Bolt up flanges.
  • Log tank gauges and pressures.
  • Maintain communication via radio.
  • Monitor vessel mooring line.
  • Maintain visitors log, check ID’s, follow procedures for appropriate MARSEC Levels.
  • Operate ship load arms and cranes.
PRODUCT RECEIPTS/LOADINGS
  • Gauge tanks/temperatures.
  • Open/close valves.
  • Visually verify valve position.
  • Make interface cuts.
  • Take product samples.
  • Test product.
  • Record meter readings.
  • Inspect lines for leaks.
  • Coordinate with delivery company – communicate.
  • Calculate opening and closing quantities.
  • Verify vessel’s ability to safely receive product.
PERFORM ROUTINE TERMINAL MAINTENANCE
  • Repair and inspect rack equipment.
  • Repair and calibrate tank gauging.
  • Grease valves/oil pumps.
  • Clean-up terminal grounds.
  • Care for grass/landscaping.
  • Perform custodial duties.
  • Drain water from tanks.
  • Repair automation equipment.
  • Troubleshoot equipment malfunction.
TEST & INSPECT EQUIPMENT
  • Test high level alarms and log.
  • Inspect fire extinguishers monthly.
  • Inspect/Log VRU/VCU.
  • Test emergency shutdowns and log.
  • Inspect tanks as per API 653.
  • Inspect and test firewater pump and foam system.
  • File logs and records.
SUPERVISE TRUCK LOADING OPERATIONS
  • Train drivers on use of rack equipment and procedures.
  • Inspect Transports.
ROUTINE OPERATIONS
  • Monitor tank levels.
  • Offload trucks.
  • Receive additive.
  • Offload rail cars.
  • Skim separators.
  • Daily meter readings.
  • Assist in proving meters.
  • Calculate tank inventories.
  • Product tank transfers.
  • Product blending.
  • Attend all Safety Meetings.
  • Complete all required training CBT, Instructor Lead, Classes as needed.
  • Perform daily security checks.
  • Assist Lead Operators and Coordinators as needed.
  • Operate forklift.
  • Load/unload delivery trucks.
  • Follow proper PPE requirements and all safety directives.
  • Connect portable pumps.
  • Strip tank bottoms as needed.
  • Perform vehicle maintenance as needed.
  • Submit equipment malfunction forms to Coordinators as needed.
  • Gauge tanks for end of month inventories.
  • Gauge and sample tanks as needed.
  • Perform snow removal duties as needed.
  • Maintain a neat facility, tool room, work areas, rack area, warehouse.
