BRIEF POSITION SUMMARY
Performs complex (journey-level) law enforcement and security work safeguarding priority resources, buildings, personnel, property and other equipment belonging to the Department of Defense (DoD), Texas Army National Guard (TXARNG), Texas Air National Guard (TXANG) and the Texas Military Department. Patrols and guards property against loss or damage from fire, theft, vandalism, accident, or trespass; maintaining order and protecting life. Reports to the Shift Senior Security Officer, and works under general supervision with moderate latitude for the use of initiative and independent judgment.
ESSENTIAL JOB FUNCTIONS AND RESPONSIBILITIES
- Works with the general public on a daily basis issuing visitor passes, giving directions and receiving and/or reporting complaints.
- Acts as Base Courtesy Ambassador for base populous and general public.
- Evaluates and makes recommendations on matters of safety and security.
- Performs duties as the Installation Entry Controller.
- Directs traffic or perform crowd control.
- Patrols base to protect against suspicious activity.
- Reports all emergencies, accidents and incidents to upper management
- Performs after-duty hour checks of buildings and alarmed facilities.
- Apprehends suspects under supervision.
- Assists military, federal and local law enforcement agencies during VIP visits.
- Prepares detailed incident/accident reports.
- Obtains statements from witness and complainant.
- Performs first aid.
- Participates in all mandatory training on security and law enforcement duties and responsibilities.
- Participates in training consisting of a local indoctrination (phase I), on-the-job training (phase II), and other trainings deemed necessary by supervisor.
- Performs other duties as assigned by supervisory and training personnel (military or state personnel).
- Attends work regularly and observes approved work hours in accordance with agency state employee policies & procedures handbook.
- May be required to perform duty in support of national emergencies, disasters, and other missions, to include working evenings, weekends or holidays.
MINIMIUM QUALIFICATIONS
EDUCATION:
- Graduation from a standard senior high school or equivalent is required. High school diploma and/or transcript from institute of higher education must be furnished to HR upon employee orientation.
EXPERIENCE:
- Two years of experience as a peace officer, security officer or military law enforcement is required.
- Experience using Microsoft Office (such as Outlook, Word, or Excel) is required.
REGISTRATION, CERTIFICATION OR LICENSURE:
- Valid driver’s license is required. *Texas Driver’s License will be required within first 30 days of employment. Satisfactory driving records are required for driving state or personal vehicles to conduct agency business. Copy of DL must be furnished to HR upon employee orientation.
- Must be able to obtain a valid Level III Commissioned Officer License issued by Texas Department of Public Safety (DPS) Private Security Bureau (PSB) within 6 months of hire. (Preferred at the time of hire).
OTHER REQUIREMENTS
Minimum standards for employment with Texas Military Department Security Force consist of the following. Failure to maintain standards may be cause for termination.
- Must be flexible for shift work; weekdays and/or weekend shifts.
- Selected candidate must pass federal security background investigation. The process includes a National Agency Check with local records and credit check (NACLC) and fingerprinting. New employees must complete and sign the Office of Personnel Management (OPM) Form SF85. Completed forms are submitted to the OPM for the background investigations.
- Selected candidates are required to sign a confidentiality agreement not to disclose For Official Use Only (FOUO) information to unauthorized persons. (OPSEC)
- Selected candidates may be required to perform work at different locations to meet business need.
- Extended work hours may be required without notice.
- The Immigration Reform and Control Act of 1986 requires all new employees to present proof of eligibility to work in the United States within three (3) days of being hired. The Texas Military Department participates in E-Verify and will provide the Social Security Administration (SSA) and, if necessary, the Department of Homeland Security (DHS), with information from each new employee's Form I-9 to confirm work authorization.

- qualify and maintain proficiency with 9mm Pistol;
- learn and apply proper emergency response and reporting procedures;

- prepare reports and compile information;

- meet and interact with co-workers, base personnel and the general public in a positive and professional manner;
- attend required training;
- stand for long periods of time and carry a minimum duty workload; and
- work weekends and holidays and additional hours as needed.
PHYSICAL/WORKING CONDITIONS
Work is typically performed in varied settings, involving standing, walking and sitting for extended periods of time. Security Officers performs duties outdoors during inclement weather conditions. Security Officers work with local law enforcement and emergency responders, use personal computers and the telephone to conduct daily business. This position may lift, carry, move and/or set up equipment and materials that weigh up to 40 pounds, shoot, move and communicate as a member of a team, and run or move quickly for short distances.
MEDICAL REQUIREMENTS
Per Directive Number 1402.04, and in accordance with (IAW) the Army National Guard Security Cooperative Agreement, Appendix 3, all personnel employed by TMD who perform security duties must meet annual medical screening and drug testing requirements.
Initial hire: Applicants will be provided a Medical Release Form, to be signed by their private physician, confirming ability to perform the Physical Ability Test (PAT), and a Release of Liability Form, to be signed by the applicant acknowledging TMD is not liable for injuries sustained prior to employment. The Medical Release Form must be completed and signed by a physician prior to interview. The Release of Liability Form must be signed and notarized by the applicant prior to interview. Medical screening will be at no cost to TMD, nor is TMD liable for any physical injuries prior to employment. Any applicant not medically released by their physician to take the PAT with no limitations will be ineligible for employment with TMD.
Periodic medical evaluation must be performed annually at the agency’s expense to certify whether the individual is medically fit to perform the essential job functions, with or without reasonable accommodation, identify any health condition that may be substantially aggravated by the job, and evaluate an individual’s health and fitness to take the Physical Ability Test (PAT), and serve as a baseline for tracking health trends.
Drug Use: May be subject to periodic drug testing
Hearing: The applicant must meet the minimal standard with or without hearing aids of 35 decibels or better in each of the four frequencies: 500, 1000, 2000, and 3000 Hz; to include long distance, directional, and voice conversation hearing.
Vision: The applicant must have distance vision at least 20/30 in one eye and 20/100 in the other, or 20/40 in one eye and 20/70 in the other, and near vision should be correctable to 20/40 binocularly (both eyes open). Uncorrected binocular visual acuity should be at least 20/100. Individuals should be able to discriminate between vivid red and green colors (lights and placards). Additionally, individuals should have at least a total horizontal visual field of 120 degrees and at least a total vertical visual field of 40 degrees.
PHYSICAL AGILITY TEST
Per Directive Number 1402.03, the Physical Agility Test (PAT) serves to provide a measure of the individual’s preparedness to successfully accomplish the essential functions of the position.
Initial Hire: The primary PAT will be conducted prior to interview for applicants to demonstrate the ability to perform essential job functions. Applicants must sign a Release of Liability Form before participating in the primary PAT. Only applicants who have completed the primary PAT will be interviewed and considered for employment. Successful completion of the primary PAT is not a guarantee of employment.
Current employees will conduct PAT within one year of the date of their initial medical clearance; thereafter, passing the record PAT is required annually. PAT includes the following activities:
- 19 push-ups in 2 minutes; the event demonstrates core strength and capacity used in defensive tactics and is important for rescues and use-of-force situations.
- 1.5 mile run (2.41 km) in 17:30; the event serves to assess cardiorespiratory and leg muscle endurance.
