Summary or Purpose

All Borough employees who occupy positions where federal law mandates testing shall comply with the requirements of the federal regulations and will be subject to pre-employment, random, post-accident, reasonable suspicion return to duty and follow-up testing.

[*This position becomes subject to federally mandated testing upon reaching Level 1-and obtaining a CDL; employees must pass a pre-employment test prior to receiving increase].

To operate and maintain the municipal solid waste stream that consists of the pick-up and disposal of trash by incineration and or direct bury in the landfill. Pick-up and dispose of materials removed from the sewer tanks and household honey buckets throughout Barrow, Browerville and NARL. Professional and courteous demeanor is expected in interaction with customers and regulatory agency personnel.

Essential Duties and Responsibilities

Maintain the Thermal Oxidation System (TOS) in compliance with State, Federal and local regulations.

Maintain Landfill in compliance with State, Federal and local regulations.

Perform all testing and analytical tasks.

Perform periodic inspections to evaluate compliance status, draft reports to the Supervisor of Sanitation and Landfill Operations

Prepare monthly and quarterly reports for TOS and Landfill operations, Site Status, Hazardous Materials Disposal handling.

Perform all required maintenance and calibration of the systems and instrumentation.

Perform daily housekeeping chores and other duties as required to assure compliance with permit conditions.

Perform operations pursuant to the current standard operating procedures.

Evacuate refrigerant systems for disposal of refrigerators, freezers and vehicle air conditioning.

Operate a drum crusher.

Operate loaders, crawlers, heavy truck, and compactors.

Provide for the immediate supervision of subordinate positions including scheduling of shifts.

Supervise and assist with the sorting of all incoming refuse to remove materials unsuitable for incineration, to include lifting of up to 75 pounds.

Supervise, receive and prepare incoming loads of municipal solid waste for combustion in the TOS or disposal at Landfill.

Spread, sort, pick up or deliver load combinations to TOS facility and or landfill.

Supervise and assist with the loading of refuse into primary vessels.

Start up, monitor and adjust the TOS during operational modes.

Maintain truck log, truck inspection forms, maintenance record and daily trip reports.

Load and unload truck.

Respond promptly and effectively to after-hours call outs and alarms.

Mandatory use of all recommended personal protective equipment.

Continual pursuit of the required levels of operator certification.

Work outdoors as required in very cold, Arctic conditions.

Work in close proximity to raw sewage and wastewater.

Inspect and clean equipment and facility; reports maintenance needs and deficiencies to supervisor.

Assist with inspection, cleaning, maintenance and repair of vehicles, equipment and facilities.

Comply with all safety rules and regulations.

Must be polite, courteous and responsive to the public.

Attends all required scheduled safety meetings and training.

Required to work a non-traditional work schedule to include evening, holidays and weekends.

Perform other duties as assigned.

Knowledge, Skills and Abilities

Knowledge of North Slope Borough organization, operations, policies and procedures.

Education, Experience, Certifications and Licenses Required

High school graduate or G.E.D/or, a combination of 12 years of education and related work experience.

Documentation of adequate Diphtheria and Tetanus Immunization prior to employment;

Documentation of Hepatitis A vaccination series with the first dose prior to employment, the second dose six months after employment;

Documentation of Hepatitis B vaccination series with the first dose prior to employment, the second dose two months after, and the final dose six months after the first dose;

Annual Tuberculous testing;

Proof from a medical professional that HIV testing was performed post employment offer and once a year thereafter.

Within 6 months of hire complete the medical questionnaire and physical exam to be placed on an approved Lead Program.

Within 90-days of the the date of hire complete confined space training and receive certification.

Within 90-days of the the date of hire complete respirator training and certification.
