JOB DESCRIPTION Antrim Township, PA

TOWNSHIP ADMINISTRATOR

Responsible to: The Chairman of the Board and the Board of Supervisors

Definition of Job: Chief Administrative Officer of the Township.

Duties and Responsibilities:

  • Perform duties of Chief Administrative Officer responsible to the Board of Supervisors as a whole and Administrator for all Direct Reports including all Department Heads for the proper and efficient administration of the affairs of the Township.
  • Perform all duties and have powers related to general management of all Township businesses not expressly, by statute or ordinance, imposed or conferred upon other officers.
  • To perform executive and administrative duties, with special reference to actual experience in and knowledge of accepted practices in respect to the duties of the office of Township Administrator.
  • Hire and when deemed necessary for the good of the service, suspend or discharge all employees under his/her supervision, subject however to approval of the Board of Supervisors.
  • Prepare and submit to the Board of Supervisors before the close of the fiscal year, or at such alternate date as the Board shall determine, a budget for the next fiscal year and explanatory budget message.
  • Administration of the budget after its adoption by the Board.
  • Execute and enforce the laws of the Commonwealth and ordinance, resolutions and by-laws of the Township.
  • Attend all meetings of the Board of Supervisors and its committees with the right to take part in the discussion and receive notice of all special meetings of the Board and its committees.
  • Prepare the agenda for each meeting of the Board and supply facts pertinent to it.
  • Submit periodic reports on the condition of the Township finances and such other reports as the Board shall request and make recommendations to the Board as may be necessary
  • Submit to the Board a complete report on the financial and administrative activities of the Township for the preceding year, as soon as possible after the close of the fiscal year.
  • See that the provisions of all franchises, leases, permits, and privileges granted by the Township are observed.
  • Employ, by and with the approval of the Board, experts and consultants to perform work and to advise in connection with any of the functions of the Township.
  • Attend to the letting of contracts in due form of law and supervise the performance and faithful execution of the same except insofar as such duties are expressly imposed upon some other Township Officer by statute.
  • See that all money owed the Township is promptly paid and that proper proceedings are taken for the security and collection of all the Township’s claims.
  • Supervise all Department Heads in their duties related to and, in accordance with the provisions of the Township Code, purchasing of all supplies and equipment for various agencies, boards, departments and other offices of the Township; and when directed by the Board, make a full written report thereof; issue rules and regulations, subject to the approval of the Board, governing the requisition and purchasing of all municipal supplies and equipment.
  • Cooperate with the Board of Supervisors at all times and in all matters so that the best interests of the Township and of the general public may be maintained.
  • All complaints regarding services or personnel of the Township shall be referred to the office of the Township Administrator. The Administrator or an officer designated by the Administrator shall investigate and dispose of such complaints and the Administrator shall report thereon to the Board.
  • In case of illness or absence of the Administrator from the Township, the Administrator shall delegate one qualified member of his staff who shall perform the duties of the Administrator during his absence or disability. The person so designated shall not perform such duties for a period longer than two weeks without the approval of the Board.

Required Knowledge, Skills, and Abilities:

1. Excellent interpersonal and communication skills including the ability to communicate effectively, orally, and in writing.

2. Knowledge of office methods and procedures.

3. Knowledge of computer operations including Microsoft Office with the ability to communicate effectively with other agencies.

4. Ability to learn and apply a variety of laws, ordinances, rules requirements and procedures applicable to township business.

5. Ability to understand and carry out written and oral instructions.

6. Ability to work effectively with township officials, other government officials, business associates, the public and community at large.

7. Ability to perform mathematical computations necessary to keep fiscal records.

8. Must be able to be bonded.

Educational and Experience Qualifications:

1. 4 year college degree in Public Administration or 5 years experience in Public Administration required.

2. Must have a minimum of 5+ years of office operations experience and knowledge
of large fiscal budget operating experience.

3. Must have a valid driver’s license.

Job Type: Full-time

Pay: $80,000.00 - $100,000.00 per year
