Position Summary: Work closely with young adults transitioning out of foster care, as well as other vulnerable young adults and other victims of crime transitioning from an environment of violence. Develop and implement a transitional housing program for families and individuals who are victims of crime. Promote program within the community. Provide case management services to clients participating in the program. Collaborate within the Department of Social Services, including with Family Services and Indian Child Welfare cases, as well as cross-departmentally to help ensure safety and stability. Assist with providing community education, including on the dynamics of domestic violence, sexual assault, stalking, and human trafficking, as needed.

This position is granted funded through the Office for Victims of Crime (OVC) Tribal Victim Services Set Aside funding. Funding for the position is guaranteed through December 31, 2024.

Essential Functions:

  • Develop and coordinate safe transitional housing program for victims of crime.
  • Provide case management services to program participants.
  • Assist clients to connect to the resources to build the life skills they need for a successful transition to self-sufficiency. These skills include but are not limited to personal goal setting, time management, gaining meaningful employment, financial resource management, and attaining educational goals.
  • Evaluate needs and research best practices for transitional housing for victims of crime.
  • Work closely with the Victim Services Cultural Specialist to coordinate appropriate referrals for cultural programming.
  • Foster positive relationships between the client and other service departments, where needed, to ensure cultural, health, education, housing, and other needs are being met.
  • Identify and maintain positive working relationships within the Tribal government, as well as with mainstream organizations to build support systems for program clients.
  • As needed, assist with, and provide community education to Tribal employees and the Tribal community on topics covering trauma, protective factors, vulnerability, and issues pertaining to abuse, including assisting with Domestic Violence Awareness Month programming.
  • Periodically attend community events and gatherings, such as pow wows and the Annual Meeting, to provide information to Citizens and community members on programming.
  • Maintain professional and technical knowledge by attending educational workshops, reviewing professional publications, and establishing professional networks.
  • As needed, work closely with the Social Services Director and Victim Services Supervisor to develop program and departmental policies and procedures to better address the needs of the program.

Position Requirements

  • Bachelor’s degree in Psychology, Criminal Justice, or Social Work from an accredited institution whose program of study has been recognized by the Council for Higher Education Accreditation (CHEA) and/or the United States Department of Education (USDE).
  • At least four (4) years of experience providing direct services to at-risk youth. Experience providing direct services to families in crisis strongly preferred.
  • Knowledge of the basic principles of casework involving analysis of the physical, psychological, and social factors associated with victimization.
  • Knowledge of case management practices necessary to formulate case plans and coordinate services for clients.
  • Experience working with Tribal communities strongly preferred.
  • Must have a demonstrated understanding of historical trauma and the impact it has on Tribal communities.
  • Must be able to work in high-stress and crisis situations.
  • Must possess the ability to work in a team setting, as well as independently.
  • Demonstrated experience with all aspects of project management, including evaluation and reporting is strongly preferred.
  • Must have a valid driver’s license and be able to meet the minimum insurance requirements regarding driving record to utilize Tribally owned vehicles.
  • Must be willing to submit to and to pass an alcohol/drug screenings and criminal background checks.
  • Must be able to travel when required.

Physical Requirements

  • Work is generally sedentary in nature and will frequently require sitting, however standing and walking will occasionally be necessary.
  • Frequently required to use hands and fingers to operate equipment.
  • Frequently required to talk and hear.

Work Environment

  • General office environment. Lighting and temperature are adequate, and there are no hazardous or unpleasant conditions caused by noise, dust, etc. Work is generally performed within an office environment, with standard office equipment available.
  • Travel is necessary, so the ability to travel as needed is required.
