Responsible for performing regular analysis of transmission and generation outages, transmission and generation forecast, organizational strategy, Open Access Same Time Information System (OASIS) postings, growth of revenue, monthly transmission bills, and current/future transmission contracts. Responsible for accurate and timely production of the monthly bills for third party point-to-point and network transmission service on TSGT's system as per TSGT's FERC approved Open Access Transmission Tariff (OATT); monthly bills for meter data access, facility use, WestConnect, and other grandfathered/pre-OATT transmission service; and for interfacing with TSGT's OATT Administrators in the monthly billing process by providing expert financial accounting assistance to ensure accurate and timely production of all customer monthly invoices. Serves as primary financial point of contact between Transmission Operations and Corporate Accounting and/or Corporate Finance Departments for any transmission billing, invoicing, or settlement accounting obligations.

Hiring Salary Range: $107,000-$134,000

Actual compensation offer to candidate may vary outside of the posted hiring salary range based upon work experience, education, and/or skill level.



Detailed Description


ESSENTIAL FUNCTIONS AND RESPONSIBILITIES

  • Review and provide accounting oversight for the accurate and timely production of the monthly transmission bills for short-term firm and non-firm point-to-point transmission service, long-term firm point-to-point transmission service, network service, and grandfathered transmission contracts.
  • Review and provide expert advice on the implementation of billing process and procedure documents and ensure accurate and complete documentation of OASIS billing procedures to ensure compliance with FERC Orders, and NERC & NAESB Standards.
  • Understand and demonstrate proficiency with the use of TSGT's transmission billing application, webAccounting (product of OATI), including the ability to develop new process and procedure documents to support monthly billing which also comply with any and all of TSGT's OATT requirements.
  • Perform regular analysis of TSGT's monthly short-term firm and non-firm point-to-point service transmission bills, long-term firm point-to-point, network, and grandfathered/pre-OATT transmission service contracts to identify additional revenue opportunities.
  • Serve as a point of contact to address questions from either existing or prospective transmission service customers regarding billing pertaining to that customer's transmission usage.
  • Monitor and analyze Transmission Operations' scheduled work and overall utilization of Tri-State's transmission assets to develop more efficient process and procedures to enhance company revenues and lower costs.
  • Participate with the OATT Administrators and other TSGT departmental staff in the development and maintenance of up-to-date billing documentation, specifications and procedures, to ensure accurate timely monthly transmission service billing.
  • Provide all necessary corporate accounting requirements and documentation in the production and implementation of OATT and non-OATT transmission service customer invoices.
  • Ensure all OATT billing processes are fully compliant with FERC accounting rules and regulations.
  • Responsible for financial / accounting oversight of the Federal Energy Regulatory Commission (FERC) OATT rules and regulations as they pertain to the development and implementation of any future customer settlements according to either TSGT's OATT, or non-OATT transmission service.
  • Interface and coordinate, communicate, and work with other departments within Tri-State, which include, but are not limited to, Bulk System Planning, Transmission Business Strategy, GIS, Energy Portfolio, Energy Settlements, Energy Resources, Energy Markets, Energy Application Services, System Metering
  • Telecommunications, and Corporate Finance to review, understand and administer all transmission use contracts.
  • Responsible for preparation of accurate near term and long-term financial forecasting data.
  • Perform regular review and analysis of Open Access Same Time Information System (OASIS) postings monthly transmission bills, and current/future transmission contracts. Identify opportunities to grow transmission revenue.
  • Review monthly transmission billing and prepare monthly transmission revenue variance explanation report for presentation to the Vice President Transmission Operations.
  • Assist in the development of various analyses and financial models relative to transmission revenue.
  • Maintain compliance with all company policies and procedures and attain knowledge and remain knowledgeable of regulations, laws, standards, and best practices applicable to functional area.
  • Because Tri-State has an obligation to provide continuous, reliable electric service to its customers, the ability to work overtime at any time of the day or week is considered an essential function of the job.

REQUIRED JOB QUALIFICATIONS

Education and Training

  • Bachelors of Science Degree in Business, Finance, Accounting, or other related discipline or equivalent combination of experience and/or education.

Knowledge, Skills, and Ability:

  • Knowledge of state and federal regulations applicable to the accounting function
  • Ability to apply generally acceptable accounting processes and procedures to the production and accounting of TSGT's OATT and non-OATT customer invoices.
  • Knowledge of regulatory requirements that impact Tri-State's Transmission Operations
  • Knowledge of Tri-State's OATT, transmission OASIS business practices, and technical knowledge of OATI's webAccouting application.
  • Decision Making: ability to weigh options, consider alternatives and forecast outcomes and determine the option which is best for the Membership. Ability to make decisions in difficult situations.
  • Knowledge of other transmission policy issues as they pertain to state and federal regulatory environments
  • Knowledge of transmission rate structural design, including FERC's pro-forma OATT
  • Basic knowledge and understanding of transmission OATT contracts. This includes, but is not limited to, Network Integrated Transmission Service Agreements (NITSA), Transmission Service Agreements (TSA), Grandfathered/pre-OATT contracts, and WestConnect Regional Transmission Agreements
  • Ability to present rules and policies to TSGT's customers in concise and understandable terms.
  • Ability to use a personal computer and standard office computer programs (word processing, spreadsheet, database, email) and related computer hardware.
  • Excellent analytical and problem solving skills.

Experience:

  • Eight (8) years of progressive experience in application of generally accepted accounting practices.

Other:

  • Willing to travel as required. Must possess a valid driver's license.
  • Must be able to demonstrate that he/she can perform all of the essential functions of the position.

DESIRED JOB QUALIFICATIONS

  • Experience in general accounting rules and processes.
  • Experience in interpretating and implementing a Transmission Provider's OATT
  • Experience in Transmission Provider policy development and FERC OATT rate design
  • General knowledge in the areas of electric power transmission transfer capability, interconnected system operations, transmission service contracts, transmission system modeling and planning, NERC and FERC Standards.
  • Eight (8) years of progressive power utility experience, system operations experience
  • Experience and technical knowledge of the software and tools used to generate and produce accurate and timely monthly customer invoices associated with TSGT's provision of transmission service.
