As the Transportation Engineer Specialist, you will be an essential member of the Construction and Materials Office and serve as the Work Zone Traffic Safety Field Engineer.

What you'll do:
You will play a critical role in the safe and efficient delivery of the statewide highway construction program (optimizing safety and mobility in construction work zones). The current 5-year program totals approximately $3.5 billion, or about $700 million annually in transportation infrastructure-related projects, and you will provide statewide leadership, expertise, oversight, support, and guidance to field construction staff in each of the 6 districts.

Specific duties in this regard include, but are not limited to, the following:
  • Provide construction engineering expertise, oversight, and guidance to departmental staff during planning, design, and construction of transportation infrastructure projects to optimize safety and mobility in construction work zones.
  • Administer, coordinate, and lead the department's Transportation Systems Management and Operations (TSM&O) Work Zone Management Service Layer implementation activities.
  • Review project plans, specifications, and contract documents on major infrastructure projects prior to advertisement to ensure accuracy, completeness, and uniformity in contract requirements relative to construction staging, work zone requirements, and traffic management during construction.
  • Develop and maintain work zone-related departmental policies, procedures, specifications, and related portions of the Construction Manual.
  • Conduct site reviews of active construction projects with field administrative and inspection staff to evaluate and optimize work zone functionality, and to ensure uniform interpretation and application of contract document requirements.
  • Develop, organize, plan, and participate in department and industry sponsored conferences and training seminars.
Special Requirements:
  • State of Iowa Professional Engineering License (Chapter 542.B Code of Iowa)
  • Maintain a valid Driver's License.
  • Ability to travel both in construction season and winter off-season

Minimum Qualification Requirements

Applicants must meet at least one of the following minimum requirements to qualify for positions in this job classification:

1) All of the following (a and b):

a. Licensure as a professional engineer; and
b. Two years of full-time professional work experience in transportation engineering or civil engineering.
2) All of the following (a, b, and c):
a. Licensure as a professional engineer; and
b. One year of full-time professional work experience in transportation engineering or civil engineering; and
c. Graduation from an accredited college or university with a master’s degree in chemical, civil, construction, environmental, materials, structural, or transportation engineering; engineering management; or a field closely related to transportation engineering.
3) Current, continuous experience in the state executive branch that includes one year of full-time work as a Transportation Engineer.

Additional Qualification Requirements

Prior to appointment, applicants must possess active licensure as a professional engineer by the Iowa Engineering & Land Surveying Examining Board.
