VICE PRESIDENT OF INFORMATION TECHNOLOGY


POSITION STATUS: Full-time, Twelve-month, benefited, non-unit professional position

SALARY: Commensurate with education and experience

ANTICIPATED START DATE: July 1, 2023


GENERAL STATEMENT OF DUTIES:

The Vice President of Information Technology is responsible for leading the College's information technology services. Under the supervision of the College President, this role involves handling strategic technology and information-related planning, resources, services, and operations to ensure smooth delivery and support of IT services. This position fosters the ongoing development of professional technical staff in a team environment to ensure a strategic approach to IT resources for both instructional and administrative purposes. The role is responsible for leading the information technology division, advising over budget and expenditures while prioritizing and promoting a culture of customer support, teamwork and best practices. The college will look to this role to sustain excellence in educational and instructional activities, and to enhance systems to improve both efficiency and communication across all operational and academic units. GCC is looking for a leader with a talent and inclination for collaboration and deep understanding of creative possibilities of Information Technology services.


EXAMPLES OF DUTIES:

  • Lead with guidance over IT infrastructure and user support for administrative, academic, educational, and event technology.
  • Handle and review all financial aspects of the team including budget and expenses
  • Plan the implementation of new technology systems and the ongoing maintenance and support of current technology systems to support the overall mission and vision of the College along with its Strategic Plan.
  • Provide guidance to IT professionals and other staff within the organization.
  • Ensure systems are designed according to industry best-practices, and are reliable, effective, sustainable and scalable to allow for evolving College requirements.
  • Analyze the costs, value and risks of information technology options to advise management and suggest actions.
  • Promote enhancements to and maintenance of campus network infrastructure including: Direction of network staff, maintenance schedules, backups, disaster recovery and budget replacement of the wide area, LAN and wireless network equipment. and ensure appropriate safeguards to stay compliant with FERPA and data privacy regulations.
  • Lead administrator for campus information security systems, periodic external and internal penetration testing, end-user security training and endpoint security.
  • Lead administrator for campus telecommunications technologies.
  • Subject matter expert for campus Student Information Systems and Learning Management Systems
  • Ensure compliance with state and federal reporting requirements.
  • Evaluate, acquire and implement technologies to support all academic programs, both instructional and administrative efforts.
  • Evaluate, negotiate, acquire and develop implementation of all campus software or SaaS contracts.
  • Prepare, evaluate and award bid contract specifications as needed to stay compliant with federal and state procurement programs and in accordance with state statutes.
  • Review purchase, repair, maintenance, and disposal of campus technology related hardware.
  • Prepare and administer annual IT operating budgets.
  • Ensure fair distribution of equipment throughout the campus.
  • Perform other tasks and assume other responsibilities as the President may assign.

SUPERVISION PERFORMED:
This position leads the IT staff and the overall direction, coordination, and evaluation of its departments. The VP carries out supervisory responsibilities consistent with campus and state policies and applicable employment laws and bargaining agreements. Supervisory responsibilities include: interviewing, recommending for hiring, and training employees; planning, assigning, and directing work; appraising performance; appropriately affirming or correcting employee conduct; addressing complaints and resolving problems.


Job Requirements:


MINIMUM QUALIFICATIONS*:

  • Bachelor's Degree in a relevant field;
  • 10 or more years experience of technology focused team management;
  • 5 or more years of experience with systems and departments in a Higher Education environment including student information systems and learning management systems experience, network management and administrative systems, and overseeing collaborative projects;
  • Demonstrated commitment to promoting diversity issues and/or global multiculturalism;
  • Knowledge of principles, practices and techniques of supervision;
  • Experience with managing a versatile department; and
  • Experience with employee and user training and development.

REQUIRED SKILLS, KNOWLEDGE AND APTITUDES:

  • Demonstrated ability to lead people and collaborate;
  • A skill to identify and plan for strategic department needs and set and achieve short-term and long-term goals;
  • Able to organize and manage multiple priorities and projects; and
  • Sufficient interpersonal and communication skills, a knowledgeable technical base, and demonstrated management skills.

DESIRED QUALIFICATIONS:

  • Master's degree in computer science or related field;
  • Experience with Banner SIS, Moodle LMS and/or Oracle database systems;
  • Vision for the future of Information Technology in Higher Education; and
  • Experience with contract labor management.

CONDITIONS OF EMPLOYMENT:

The position will involve occasional evening and week-end responsibilities as well as occasional travel to regional and state locations for meetings. Flexibility to report to campus in case of emergencies affecting the college's systems is required.
