CASA & CASA IN ACTION SYNOPSIS:


CASA’s mission is to create a more just society by building power and improving the quality of life in working class and immigrant communities. CASA has a sister organization, CASA in Action, a separate, but related, nonprofit organization that is exempt from federal income tax under section 501(c) (4) of the Internal Revenue Code. Although CASA and CASA in Action share a common goal of supporting immigrants and low-income people in Maryland, Pennsylvania, Georgia, Virginia, and nationally, they are separate organizations with their own board of directors. A set of employees at the two organizations, including the person filling this position, shares their time between the two organizations. This has no effect on salary or benefits


DEPARTMENT SYNOPSIS:


CASA’s Services Department responds to the needs of immigrant, Latinos and working-class building and empowerment. This includes community education to prevent problems
and build on community interest and assets. It also includes working to impact trends that negatively affect immigrant and low-income communities. Program
service areas include community economic development, financial literacy, workforce development, legal services, and immigrant integration.


POSITION SUMMARY:


The Workforce Development Specialist is responsible for building partnerships with local, national and international businesses, community-based organizations,
building trade and other fields, contractors and subcontractors with public and private sectors in order to identify job placement and career advancement
opportunities such as temporary and permanent jobs, establishing and monitoring Internship, apprenticeship fellowships and scholarship programs. This position
will implement the following two programs: 1) Employment: connect employers with workers, 2) Workforce Development provides vocational training and creates partnerships with public and private companies and institutions.


ESSENTIAL RESPONSIBILITIES:


  • Responsible for helping to develop and implement marketing plan for recruiting employers (homeowners, contractors, subcontractors and business owners).
  • Conduct market analysis to identify job opportunities by geographical areas.
  • Develop, establish and maintain partnerships with current and potential employers.
  • Seek job placement opportunities for all CASA’s members.
  • Maintain contact with current and potential employers to encourage them to hire through CASA.
  • Develop, establish and maintain training opportunities according to the market’s demand for employers and employees in York County.
  • Conduct job development and job search activities directed toward positions that are individualized to the interests and uniqueness of the York Welcome Center.
  • In partnership with CASA’s Communications team, develop, produce and distribute all advertisement and marketing materials in English, Spanish and other languages for all CASA members and the York Welcome Center.
  • Coordinate employment campaigns and special events.
  • Provide education and support to employers as agreed upon by workers that may include negotiating job conditions, wages, accommodations and follow-ups with the employer.
  • Develop training curriculum and work with the Pennsylvania Department of Labor & Industry to register and certify CASA training programs in the Commonwealth of Pennsylvania.
  • Work in collaboration with AmeriCorps, and develop plans to provide AmeriCorps members the opportunity to support activities related to the Workforce Development Program.
  • Utilize the Worker Performance Reports, Code of Ethics and Standards of Practice benefits to improve jobs quality.
  • Support and implement the development and expansion of the membership program.
  • Collaborate with other CASA Departments and programs to ensure that high quality services are being delivered to both CASA members and employers.
  • Ensure that members understand and join CASA’s model by combining services and organizing to build community power.
  • Participate actively in the annual planning process, including developing and executing individual work plans, evaluating and providing feedback on plans as the year progresses.
  • Meet deadlines established by supervisor and in Department and individual work plan.
  • Think creatively about ways to improve further his/her specific job and CASA as an organization.
  • Participate in CASA in Action activities and priorities as well as coordinate with community organizers for organizing and mobilizing purposes.
  • Other duties assigned by supervisor related to position.


EDUCATION/CERTIFICATIONS/LICENSURE:


  • Bachelor's degree with least 5 years’ experience in related field; or
  • An equivalent combination of experience and training.
  • Bilingual English/Spanish, French is a plus.
  • Valid US Driver’s License and reliable vehicle.

  • Excellent writing and speaking skills in English and Spanish languages, French is a plus.
  • Strong interpersonal communication, conflict resolution and negotiation skills.

  • Highly organized and able to manage multiple ongoing projects.
  • Quick learner and possess the ability to prioritize in stressful situations.
  • Excellent membership service skills.
  • Experience working with immigrant or low-income communities.
  • Ability to perform all of the duties outlined above.
