Characteristics of the Class: Under the general direction of the Code Enforcement Administrator, performs responsible work ensuring compliance with Zoning and Subdivision resolutions of the County, Stormwater Ordinance, Property Maintenance Code, and Planning responsibilities. Work is performed both in the office and through patrolling the unincorporated areas of Rock Island County. Incumbent receives assignments from the supervisor who defines objectives, priorities and any deadlines and assists the employee with unusual situations that do not have clear precedents.

Examples of Essential Functions:

Assists the general public with zoning permits, zoning regulations, permits and compliance tests; ensures that all zoning is done in compliance with the County’s Zoning and Subdivision resolutions.

Conduct field investigations; inspect properties for violations; attempt to make contact at the residence or business in order to resolve violation; issue and post warning notices, notices of violation, corrective notices, orders to comply, and related documentation for code violations; schedule and perform all follow-up functions to gain compliance including letters, inspections, calls, meetings, discussions, and negotiations to ensure compliance with appropriate codes and ordinances; issue administrative citations and notices of violation as necessary.

Checks plats for compliance with Subdivision Regulations, check placement of stakes and monuments on sites.

Prepares files from applications for request of zoning changes; locates property in plat books; identifies all contiguous property owners for notification of change hearings.

Prepare evidence in support of legal actions taken by the Jurisdiction; appear in court as necessary; testify at hearings and in court proceedings as required.

Attend meetings and serve as a resource to other Jurisdiction departments, divisions, the general public, and outside agencies in the enforcement of zoning regulations; provide research and documentation for meetings; interpret and explain municipal codes and ordinances to members of the general public, contractors, business owners, and other interested groups in the field, over the counter, and on the telephone.

Prepare a variety of written reports, memos, and correspondence related to enforcement activities.

Operate computer to enter, process, and acquire data relative to complaints, inspection sites, and effective code enforcement; research complaints.

Must possess excellent verbal and written communication skills. Public contact position which requires excellent interpersonal skills for dealing effectively and courteously with co-workers, the public, contractors and design professionals.

May assist in researching, drafting, and rewriting municipal codes; participate in the development of forms and processes utilized to address various issues.

Performs other related duties as requested.

Minimum Requirements:

Training and Experience

  • High school diploma, GED or other certificate of competency; supplemented by five years of progressively responsible experience in inspection practices or an equivalent combination of training and experience. Requires possession of a valid driver’s license.
  • Certifications preferred – Certified Floodplain Manager; ICC Certified Property Maintenance & Housing Inspector; ICC Certified Zoning inspector; AICP Certified Planner; Certified Erosion, Sediment and Stormwater Inspector. Must acquire one certification in the first two years of employment and the ability to acquire more through employment.

Knowledge, Abilities and Skills

  • Knowledge of Pertinent codes, ordinances, laws, and regulations pertaining to zoning, nuisance abatement, property maintenance, floodplain, stormwater, building, health and safety, and related areas.
  • Knowledge of zoning procedures and policies, and of the application process thereof.
  • Knowledge of modern office procedures, methods, and equipment including computers and supporting word processingand spreadsheet applications.
  • Ability to read and review site plans.
  • Ability to perform work in compliance with local ordinances, policies and procedures.
  • Ability to assist the public in understanding zoning regulations, compliance tests and obtaining appropriate permits.
  • Ability to deal with the general public and members of various County departments and agencies with tact and courtesy.
  • Ability to establish and maintain effective working relationships with others.
  • Ability to conduct research and prepare special studies and reports.
  • Skill in the safe operation of a light motor vehicle.

Physical Requirements: Task involves the regular, and at times sustained, performance of heavier physical tasks such as walking over rough or uneven surfaces, bending stooping, working in confined spaces, and lifting or carrying moderately heavy (20-50 pound) items and occasionally very heavy (100 pounds or over) items; or may involve the complex operation of gasoline, electric, or diesel-powered machinery or shop equipment requiring the manipulation of multiple controls, fine adjustments or both; or the sustained operation, on a production basis, of such devices as offset presses with associated equipment.

Environmental Requirements: Task may require frequent exposure to adverse environmental conditions.
