Winona County is accepting applications for this position until 4:00 p.m. January 12, 2023; however, preference will be given to those that apply by 4:00 p.m. December 28, 2022.
This position starts at $23.91/hour (DOQ) with advancement up to $33.37/hour. Cost of living wages for 2023 are currently being negotiated.
Under direction of the County Assessor, an employee in this class performs professional work assessing real and personal property. The work involves the application of experienced judgement in the investigation and valuation of real and personal property within the County. Communicates with members of the public and emphasis is placed upon an ability to tactfully and courteously explain appraisals, tax procedures, and policies. Work is performed in an office setting or in the field under working conditions that at times could have some discomforts and difficult human relations.
Examples of Duties:

- Appraises and classifies all types of property including limited income producing properties as defined by the State of Minnesota.
- Performs responsible work in assisting the County Assessor in the appraisal of real and personal property by reviewing local appraisal efforts.
- Advises local assessors of legal and professional requirements and making appraisals.
- Services all public inquiries, complaints and requests for action.
- Responsible for the appraisal and administration of mobile home assessments.
- Maintains current knowledge of all matters relating to the work of the office, by attendance at school, seminars, and classes.
- Investigates and reports on tax court cases.
- Prepares reports on trends in valuation of all classifications of property within the County.
- Represents the County Assessor at Boards of Review and other meetings as required.
- Views property to determine the adequacy of local appraisals.
- Investigates and reports on requests for abatement of taxes or the reduction of assessed tax values.
- Assists in sales ratio studies.
- Processes property divisions and creates new parcel records in Tax and Computer Assisted Mass Appraisal (CAMA) programs.
- Any other duties as assigned.
Required Knowledge, Skills and Abilities:
Any combination of training and experience providing the following knowledge, skills, and abilities.
For Pre-Employment:
- Ability to handle stressful situations.
- Ability to read and interpret legal documents and descriptions.
- Ability to accurately appraise and classify real and personal property.
- Ability to read real estate descriptions, plats, maps, blueprints, contracts and mortgages.
- Ability to meet local officials and the general public and to establish effective working relationships.
- Excellent verbal and written communication skills.
- Knowledge of business management concepts and practices.
- Must possess and maintain a valid driver's license.
- Experience as an appraiser of real and personal property in both rural and urban areas is preferred.
Necessary Special Requirements:
- Upon completion of training period (3 years), must obtain a Certified Minnesota Assessor's (CMA) license. Must be an Accredited Minnesota Assessor (AMA) within 5 years of receiving the CMA license.
