  • Job Overview: The Assistant County Administrative Officer (ACAO) is a senior leadership position within Baltimore County Government. The ACAO reports to the County Administrative Officer (CAO) and works closely with the County Executive and Senior Leadership Team. The ACAO is responsible for performing a variety of project management and operational oversight for a number of functions and is entrusted with the authority of the CAO when implementing directives and designated projects. The ACAO serves as a liaison to the Offices of Budget and Finance, Law, Human Resources, Information Technology and Law to facilitate effective communication and service delivery to County Departments.

  • The ACAO also works closely with the Assistant Deputy County Administrative Officers (ADCAOs) for Economic Development and Infrastructure, Health and Community Services, and Public Safety to track the various milestones that are associated with complex cross-departmental initiatives and goals. The ACAO is responsible for providing supervision to designated support staff and interns.
The ideal candidate should have experience with government operations, strategic planning, budget and project management; have an understanding and knowledge of local and state laws and regulations; Experience developing and implementing strategies and standard business operating procedures among government agencies and external partners. Local government experience is desirable.

ESSENTIAL JOB FUNCTIONS:
  • Serves as liaison to all County Departments and Offices including but not limited to the, Office of Budget and Finance, Office of Law, Office of Human Resources, and the Office of Information Technology.
  • On behalf of the CAO, assists with the implementation and timely completion of county-wide initiatives, examples include: activities outlined in the County’s strategic plan, American Recovery and Reinvestment Act (ARPA) funded projects and positions other key initiative assigned to the Office of the Administrative Officer by the County Executive to implement.
  • Interfaces with County Government senior leadership, and intergovernmental partners including Baltimore County Public Schools, the Community College of Baltimore County, and the Library on enterprise special projects.
  • Introduces and presents initiatives to the County Council on behalf of Administration as requested.
  • Works closely with the CAO and the Office of Budget and Finance to implement the County’s annual budget development process.
  • Conducts high-level public management and operational analyses, studies, and research involving Countywide issues, programs, policies and procedures;
  • In collaboration with Departments or members of the Executive Leadership Team prepares briefings and decision memos and makes recommendations that may have an operational, policy, or legislative impact, to the County Executive, CAO and senior leaders.
  • Collaborate with the Office of Government Reform and Strategic Initiatives and the BCStat team to develop and recommend performance metrics. Aligns and tracks data for designated including the County Executive’s major priorities, enterprise-wide strategic plan, capital and operational budgets.
  • Collaborates with the Office of Law to manage and oversee Maryland public information requests.
  • Participate in senior leadership team meetings and when designated by the County Executive, serve as a County representative for special task forces that have County-wide impact.
  • Works with the Office of Government Affairs to track progress of local, state, and federal legislative initiatives impacting Baltimore County operations;
  • Works in coordination with GRSI Implementation Manager to developing enterprise integrated work plans to ensure the timely and effective implementation of legislation.
  • Leads special enterprise-wide projects as designated by the County Executive or the CAO; Partners and coordinates with internal and external stakeholders to accomplish target goals.
  • Prepares high-level reports on projects and initiatives on behalf of CAO and directly to County Executive.
  • Builds and maintains strong relationships with external partners, including federal, state and local agencies that are external to Baltimore County Government, community organizations, advocacy groups, non-profit groups and private sector representatives, regional organizations, anchor institutions, and other entities.
  • Performs other related activities as directed.

  • Undergraduate degree in public policy, public administration, government, political science, or a related field. Master’s degree in Public Administration, Public Policy or Law Degree preferred. Minimum of ten years in government, corporate or non-profit management.
  • Experience managing complex, inter-agency or inter-organizational initiatives based on best public management best practices.
  • Experience with engaging with a diverse set of stakeholders and working collaboratively with other senior colleagues to design, a common vision and direction.
  • Excellent oral, written communication and analytical skills.
  • Excellent customer service or constituent relations skills.

Employees may elect basic term life insurance for themselves equal to one time the employee's annual salary, rounded to the next higher $1,000. Employees contribute a portion of the premium through monthly payroll deductions. The County also offers an Additional/Employee paid Life Insurance plan with coverage up to $100,000.

Retirement
Part-time civilian employees can waive enrollment for up to sixty days, then may join or waive permanently. Newly hired employees at least 55 years of age may opt not to join the ERS.

Paid Leave
Sick Leave - Monthly sick leave earnings prorated based on the number of hours worked per week. No maximum on accrual. Accrued balance can be applied toward service credit at retirement.

Vacation Leave - Monthly vacation leave earnings prorated based on the number of hours worked per week. Earnings increase after five, ten and fifteen years of service generally.

Holidays - Part-time 30 to 39 hour non-merit or non-classified employees will generally be paid for ten holidays per calendar year. Other part-time, non-merit or non-classified employees working 29 hours per week or less will receive two paid holidays per calendar year. These holidays are the Christmas holiday and the Independence Day holiday.
