Job description
The Prince George’s County Planning Department is seeking a Budget Manager to supervise a Budget Coordinator, administrative staff and all aspects of handling its approximately $46 million operating budget.
The ideal candidate will establish budget preparation procedures and will provide direction for six divisions, which includes providing continuous staff training on performing general fiduciary responsibilities. Strong presentation and interpersonal skills are vital to conduct budget forums for senior management, elected officials and citizens groups. The ability to work with diverse organizations is important.
- Administers the financial functions of a department.
- Provides advice, interpretations and guidance and conducts research and analysis on financial management matters including particularly challenging or very highly sensitive problems.
- Supervises or ensures formulation, presentation and execution of the operating budget or the capital budget.
- Conducts timely quarterly/periodic reviews of Departmental revenues and expenditures and (where necessary) reallocates funds or institutes other measures as required and consistent with sound financial management practices.
- Provides management directives to develop or review budget requests and supporting documentation.
- Prepares and makes presentations to appointed and elected officials on an as needed basis.
- Administers a program of grants or other types of financial programs; ensures compliance.
- Ensures that research is provided on grant programs and other funding sources, and helps with developing and submitting proposals or reports.
- Confirms training of staff in the development of documentation and compliance standards.
- Works with the Director and Deputy Directors to establish Departmental budget and spending policies.
- Works closely with Division Chiefs to implement established Departmental budget and spending practices and to assure continued compliance with these practices.
- Establishes clear consistent goals and objectives for the Department’s budget management work program
- Oversees the processing of purchase orders, check requests, petty cash and purchasing card requests.
- Addresses specific Divisional needs through the Department’s budget management program through analyses and develops business process recommendations to improve efficiency and effective cost savings.
- Ensures that staff is trained on the basics of fund accounting, how the Department budget is structured, and on the Commission’s Enterprise Resources Program (ERP) financial software system.
- Supervises and manages work in areas including the coordination with Central Purchasing to manage purchases and the solicitation and administration of contracts for the Department.
- Manages fiscal year end budgetary closing activities.
- Ensures, directly or with central purchasing, that insurance, financial and other requirements are met.
- Reviews, analyzes and prepares fiscal impact statements for pending state legislation in coordination with M-NCPPC’s corporate Legal Office.
- Works with program managers to monitor contractor performance and helps ensure implementation of corrective actions, as needed, by contractors.
- Helps negotiate resolution of contractor performance matters.
- Works with the program managers over the contracts and, as needed, Central Purchasing, Finance, Risk Management and Legal Department in the contracting lifecycle. Prepares and issues competitive solicitations for various types of contractual services that are necessary in the Department.
- Bachelor's degree in human resource management, Finance, Business Administration or Public Administration or any related field.
- Six (6) years of progressively responsible experience that includes substantive work in the range of duties and responsibilities in this class specification.
- An equivalent combination of education and experience may be substituted, which together total 10 years.
- Bachelor’s Degree in Business or Public Administration, Finance or Accounting.
- Eight years of progressively responsible budget development experience.
- Knowledge of Commission facilities, operations, and organization.
- Ability to effectively manage multiple projects, pay attention to detail, and prioritize.
- Consistent, trustworthy, maintains confidence and discretion with sensitive and confidential information.
- Database, Spreadsheet and Financial Software experience as it relates to utility and financial analysis.

The M-NCPPC offers a competitive salary range of $81,932 - $145,022 ( salary is commensurate with education and experience) at the Budget Manager/Department Program Manager level with excellent benefits including generous leave, extensive health coverage, deferred compensation plan, and employee pension plan.
