REPORTS TO: Sr. Assistant Vice President – Adult Services

FLSA STATUS: Exempt/Salaried

CLASSIFICATION: Full-Time, Regular

JOB SUMMARY: Responsible for the management and operations of all programming within designated Detroit At Work Career Center.


ESSENTIAL DUTIES & RESPONSIBILITIES:

  • The Center Manager utilizes highly professional and independent judgment working in collaboration with the Detroit Employment Solutions Corporation (DESC) the employer community, center staff and center partners to assure a world-class workforce development center. Plans, develops, implements, and administers workforce development solutions and strategies for the establishment and operations of center services, procedures and policies, in accordance with all requisites.
  • Assures ongoing interaction and collaboration with partner organizations, in house as well and in the immediate designated area where services are delivered.
  • Trains and supervises Detroit At Work Career Center staff and assures quality customer services in accordance with stated requirements and guidelines.
  • Participates in meetings dealing with transitional issues including facility issues and center personnel.
  • Participates in workforce development committees, taskforces, and policy development boards and other stakeholders of the workforce development system.
  • Assumes ultimate responsibility for the proper budget expenditure of funds and is responsible for center performance and outcomes.
  • Ensures the Center meets the needs of employers, job seekers, participants, and funding entities.
  • Supervises the operational and supportive requirements and final performance expectations for all center services, reviews staff performance and recommends organizational and staffing assignment to maximize results.
  • Conducts research and evaluation of community needs and assists in the development of programs to meet those needs.
  • Engages in collaborations to develop workforce development solutions impacting welfare-to-work, school-to-work/career, etc.
  • Assumes other duties and responsibilities as deemed appropriate.

JOB QUALIFICATIONS:

  • Graduate from an accredited college or university with a degree in Administration, Business, Social/Behavioral Sciences, or related field.
  • Extensive experience in Workforce Innovation and Opportunity Act (WIOA), Temporary Assistance for Needy Families (TANF), and employment and training program operations.
  • Must have at least five years of experience in an administrative or management capacity.
  • Knowledge of and sensitivity to the unique needs of the target population.
  • Knowledge of WIOA and TANF regulations and opportunities.
  • Knowledge of local, state, and national labor markets.
  • Ability to design and implement a comprehensive plan of workforce services.
  • Ability to interact effectively with a variety of stakeholders, including government officials, employers, community residents, job seekers, and others.
  • Demonstrated supervisory skills and dedication to the issues facing the workers, students, and employers.
  • Excellent oral and written communication skills.
  • Bilingual language skills preferred.
  • Must possess a valid Michigan Driver License and automobile. Must be willing to travel and work a flexible schedule.


PHYSICAL REQUIREMENTS:
This is a largely sedentary role; however, some filing is required. This would require the ability to lift files, open filing cabinets and bend or stand as necessary. Occasional lifting and moving of materials as needed. Some walking and standing may be required for an extended period.


WORK ENVIRONMENT:
The work environment characteristics described here are representative of those an employee encounters while performing the essential functions of this job. This job operates in a normal office environment with little discomfort due to noise, dirt, dust and the like. This role routinely uses standard office equipment such as computers, phones, photocopiers, filing cabinets and fax machines.
