Engagement Specialists provide outreach and service linkage to support clients by addressing any combination of substance use, mental health, and physical health needs. The team also strives to secure temporary or permanent housing and promotes wellness, recovery, and safety for eligible clients. The collaboration focuses on unhoused or insecurely housed populations, providing community engagement, service linkage and relationship-building assistance to San Franciscans.

Position Summary
Under the supervision of the FEST Program Manager, Clinical Engagement Specialist rapidly assess the behavioral health and outreach needs of participants, and support linkages that can address individual goals, including engaging in mental health and substance use treatment. Clinical Engagement Specialists may also assist with family needs, physical health care, and housing challenges; linkage to mobile support services; stress management; and applying for and obtaining entitlements (such as Medi-Cal, CalFresh and general assistance). The Clinical Engagement Specialist will act as a liaison with community partners to support the goals of the Department of Homelessness and Supportive Housing, and other social service agencies in addressing participant’s needs. Engagement Specialists will conduct community outreach and may provide transport to necessary service locations so that engaged participants can begin a relationship with a provider immediately.
Clinical Engagement Specialist will adhere to laws regarding confidentiality and reporting requirements, and will maintain accurate, detailed observation and progress records for electronic data entry. Additional duties may be assigned as needed in order to meet the requirements of the program.
Program Specific Responsibilities
- Works a flexible, full-time schedule to accommodate program/consumer needs. Evening and weekend hours are required. This is not a 9-5 position.
- Performs intake and comprehensive assessments with adults who may have psychiatric and dual diagnosis disabilities (substance use disorders).
- Provides clinical case management services including evaluations, service plan development, assisting clients with accessing housing, financial, medical, and other needed services. Coordinates with other service providers.
- Provides individual therapy to stabilize clients and prevent decompensation.
- Provides crisis prevention planning and crisis intervention and support, as clinically appropriate.
- Conducts aggressive community outreach and engagement in order to safely provide services to clients safely within the community, as needed
- Maintains clinical records after each client contact or service, in accordance with Felton Institute’s mandated standards and SFDPH requirements.
- Contributes to team meetings and case conferences through presentation of cases, discussion of clinical issues, and exchange of information and ideas.
- Provide Support & Leadership for non-Clinical staff
- Other duties and responsibilities may be assigned as required to meet program goals and objectives.
Minimum Qualifications
- A minimum of 3 years of case management experience with an adult population-psychiatric and substance abuse diagnoses preferred.
- A minimum of 1 year of experience working with a homeless and SUDS population preferred
- Minimum of 1 year therapeutic intervention experience, applying comprehensive range of mental health and substance abuse counseling, assessment and crisis intervention skills
- Master’s degree in Social Work, Counseling, or Psychology preferred
- Bi-lingual/Bi-cultural Spanish-speaking clinicians encouraged to apply
- Experience working with adults who are homeless and/or precariously housed preferred
- Ability to work cooperatively on a multidisciplinary team, and to work with consumers of diverse ethnic and cultural backgrounds
- Ability to develop and implement Individualized Intervention Plans that includes service linkage, as well as intervention and personal change goals
- Strong organizational and time-management skills
- Strong communication (both verbal and written) and interpersonal skills
- Ability to prioritize projects and follow through
- Ability to maintain proper documentation as determined by programmatic requirements
- Ability to be a team player with a welcoming attitude
