POSITION SUMMARY:

Harnett County is currently recruiting for a Code Enforcement Officer to inspect construction work in process to enforce State codes for building construction including the four trades areas of building, plumbing, electrical, and mechanical codes. This employee performs skilled inspections within level of certification to determine the quality of workmanship, materials, and safety precautions which requires exercising judgment in interpreting state codes.

  • Salary will be based on qualifications and certifications:

Code Enforcement Officer I- $49,616 to $59,539
Possession of Level I Standard certification in all trades; may hold probationary level II in one or more trade areas.

Code Enforcement Officer II - $52,096 to $62,515
Possession of Level II Standard certification in any trade; may hold probationary level III certification in one or more trade areas.

Code Enforcement Officer III - $60,309 to $72,371
Possession of a Level III Standard certification for each trade.

DUTIES AND RESPONSIBILITIES:

  • Work within level of certification to inspect residential, commercial and industrial new construction and renovations for compliance with building, electrical, plumbing, and mechanical codes.
  • Enforce state and local building codes, pursuing legal remedies if necessary to stop violations; recommend judicial actions and may be required to testify in court against violators of the State building code.
  • Advise contractors in interpreting and applying code regulations.
  • Notify responsible parties of defects and re-inspects to determine if corrective actions have been taken; issue stop orders if necessary.
  • Maintain records of inspections and prepare necessary reports.
  • Communicate with citizens concerning code requirements.
  • Attend and participate in meetings with builders and contractors to advise them of code changes and violations at construction sites.
KNOWLEDGE, SKILLS, AND ABILITIES
  • Considerable knowledge of State codes and local ordinances as applied to assigned construction projects for inspection.
  • Considerable knowledge of building materials, techniques and workmanship.
  • General working knowledge of construction and insulation.
  • Skill in interpretation of codes and in their application to specific situations.
  • Skill in reading and interpreting plans and specifications.
  • Ability to establish and maintain effective working relationships with contractors and the public.
  • Ability to enforce regulations tactfully and firmly.
  • Ability to establish and maintain accurate and thorough records.

MINIMUM QUALIFICATIONS:

Education and Experience:
Graduation from high school supplemented by trade school course work in building construction trades and experience in construction trades work; experience as a Code Enforcement Officer; or equivalent combination of education and experience


Licensing and Certifications:
  • Possession of a valid North Carolina driver's license.
  • Must obtain Level I Standard Certification issued by the North Carolina Department of Insurance in all trades (Building, Electrical, Mechanical and Plumbing) within 3 years from date of hire.
** Any loss of certification may result in an appropriate reduction in pay and classification or may affect employment status, at the discretion of the County Manager.**

SUPPLEMENTAL INFORMATION:

Physical Requirements
Must be able to physically perform the basic life operational functions of climbing, balancing, stooping, kneeling, crouching, crawling, reaching, standing, walking, pushing, pulling, fingering, grasping, talking, hearing, and repetitive motions. Must be able to perform light work exerting up to 20 pounds of force occasionally, and/or up to 10 pounds of force frequently, and/or a negligible amount of force constantly to move objects. Must possess the visual acuity to inspect details of construction, prepare reports, and do extensive reading.



Successful completion of a drug screening and criminal background check will be required as a condition of employment.
