The Building People, LLC, has a position open for a full-time Construction Quality Manager (CQM). This position will provide general project level support a government customer in Fredrick, Maryland. The CQM will be responsible for assisting the Government by performing the following services, but are not limited to: pre-planning, programming, design management, design review, procurement support, construction management, commissioning, and post-construction support. The CQM shall maintain a working relationship with the Government, its client I/Cs, and the Government Owned-Contractor Operated architect-engineers, construction, and others supporting the Government.

  • Provides leadership in initial planning stage by collaborating with clients, architects, engineers, or other involved parties; develops detailed description of jobs and materials necessary to complete project.
  • Reviews budget estimates and regularly communicates with client concerning budget progress and costs.
  • Collaborates with clients and design professionals to discuss and resolve problems, including work procedures, complaints, and construction or design issues.
  • Advise the client Contracting Officer’s Representative (COR) of any potential delays in completion of work.
  • Identify any problems that are outside the responsibilities of the Contractor.
  • Responsible for the security of all project documents provided to them for work.
  • Responsible for obtaining all information required to successfully carryout the authorized scope of work.
  • Responsible for establishing and maintaining proper business relations with representatives of the client, customer and their construction Contractor(s) at the work sites and through the COR
  • Maintain communications and correspondence with the COR and the Contracting Officer (CO), but not with the Contractor’s Subcontractors (A/E, construction, etc.)
  • Performs other related duties as assigned.

Required Skills/Abilities:

  • Excellent verbal and written communication skills.
  • Proficient in Microsoft Office Suite or related software.
  • Thorough understanding of contracts, plans, specifications, and regulations.
  • Ability to remain flexible and efficient in a fast-paced environment.
  • Ability to make intelligent and quick decisions, working well under pressure, and when faced with unexpected occurrences or delays.
  • Ability to effectively multitask while analyzing and solving problems.
  • Thorough understanding of engineering, architectural, and other construction drawings.

Education and Experience:

  • Bachelor’s degree in Construction Management, or Civil Engineering preferred.
  • Construction Manager certification by the American Institute of Constructors or Construction Management Association of America preferred.
