The Contract Specialist will support creation, processing, management, and termination of contracts. The specialist will negotiate terms with vendors or customers that satisfy all stakeholders, manage relationships with other agencies, and maintain correspondence with partners on behalf of the Procurement department. The specialist will also prepare solicitations, RFPs, and analyze proposals. This is a Supervisory Position
The salary is $61,000/annually

KEY ESSENTIAL FUNCTIONS:

  • Prepares solicitation and purchase order documents. Selects appropriate clauses, ensures clear and complete specifications.
  • Assists in the review and preparation of Requests for Proposals (RFPs).
  • Analyzes and evaluates proposals received. Makes recommendations to the supervisor for contract award based on factors such as price, delivery terms, contractor responsiveness, conformance with contract specific requirements, etc. Prepares necessary documents as required.
  • Prepares, reviews, negotiates, and revises business contracts and other agreements (i.e., purchase agreements, supply chain agreements, service agreements, license and information technology agreements, confidentiality agreements, non-disclosure agreements, business associate agreements, affiliation agreements, patient transfer agreements, data security exhibits and management and service agreements, etc.) to manage legal, compliance and management risks.
  • Coordinates contracting activities including meeting with relevant stakeholders, planning for business transactions.
  • Performs other duties as assigned and contributes to overall success of the Procurement department.
  • Assists in establishing negotiations strategy for major procurements by researching precedent information, preparing schedules and other similar documents, etc.
  • Assists in performing post-award contract administration functions.
  • Serves as Contracting Officer within prescribed limitations.
  • Performs contracting support functions such as assembling and maintaining contract files/packages, abstracting bids, processing amendments and modifications.
  • Maintains required records of contracting activities/actions.
  • Prepares and tracks a variety of correspondence, contracting documents, etc. in accordance with prescribed procedures and under minimal supervision.
  • Collects, summarizes, and analyzes data required for contract actions.
  • Oversees and leads projects from initial implementation through closure while being an initiative-taking, organized, essential member of the team.

REQUIREMENTS:

  • Must be fully vaccinated against covid-19
  • Minimum 4-year degree or 3+ years of direct contract drafting
  • Strong negotiation, written and verbal communication skills
  • Proficient in Microsoft Office Suite (ex: Microsoft Office, Excel)
  • Redlining Contracts
