This position is responsible for preparing, negotiating, administering and terminating standard and non-standard contracts, primarily for international customers. You will conduct proposal preparation, contract negotiation, contract administration and customer contact activities to provide for proper contract acquisition and fulfillment in accordance with company policies, legal requirements, and customer specifications. The selected candidate will advise management of contractual rights and obligations. You will also compile and analyze contractual data and develops and provides recommendations to internal and external customers, as required.
This position is hybrid position based in Crystal City or Chantilly, VA. The position will call for roughly 1 day/week of in office work.
What You’ll Be Doing
- Must have the ability to develop and maintain positive and proactive relationships with both internal and external customers
- Examines labor and ODC estimates to ensure accuracy/completeness.
- Support the preparation of cost proposals, including any other documents required to be submitted with the proposal and provides inputs, as needed, on any progress, and other reports.
- Ability to draft negotiation position recommendations. Provide strong administrative, problem solving and interpersonal skills relevant to dealing with complex contractual and business issues in a changing environment.
- Negotiates, prepares, reviews and revises contracts in compliance with company policies and procedures.
- Provides information and analyzes requirements. Ensures all documents are error-free and accurate.
- Provides information regarding contract procedures, terms and requirements to both internal and external customers.
- Tracks and monitors contract changes, deliverables, and correspondence.
- Plans, develops, prepares, and presents proposals, contracts, and grants. Administers contract performance by analyzing and interpreting performance requirements, special provisions, modifications and terms and conditions.
- Perform risk assessment of proposals and contracts terms and conditions and assist program office in development of risk mitigation strategies. Develop and process contract and subcontract sign-off packages, managing the approval process for proposals, contracts, and modifications
- Examine project costs, performance requirements, and delivery schedules to ensure accuracy and completeness.
- Ensure contract performance in accordance with company policies/procedures and legal requirements, including International Traffic and Arms (ITAR), Export Administration Regulations (EAR), Risk Work Authorizations (RWA's), ERP, Data Requests, Property Requests, Organizational Conflict of Interest (OCI), Confidential Disclosure Agreements (CDA's)
- Understand, assess, and evaluate contract provisions, clauses, regulations (including FARs and DFAR clauses), flow-downs and subcontract requirements. Maintain official program records, including contractual documents and correspondence with customer
- Advise management of contractual rights and obligations and as needed, provide interpretation of terms and conditions.
- The candidate will primarily support international contracting activity, though may from time to time be asked to work on US Government or other domestic contracts.
What You Need to be Successful
Minimum Requirements:
- High School diploma or GED with a minimum of 8 years of applied experience
- Bachelor's degree with a minimum of 4 years applied experience
- Master’s degree with a minimum of 2 years applied experience
- Experience working proposals for international customers
- Experience with international negotiations and Purchase Order reviews
- Experience organizing and administering contracts & associated paperwork
- Experience reviewing, applying, and analyzing rules, policies, and regulations
- Be able to occasionally travel to customer locations for negotiations or meetings
- Be organized and detail oriented
- Be able to deal effectively with competing priorities and deadlines, and able to handle multiple tasks in a fast-paced environment.
- Be a team player, yet also be an independent & proactive contributor, with excellent problem solving and organizational skills
- Have strong customer orientation and relationship building abilities.
- Possess excellent communication skills, both written and verbal, with the ability to use them in informing, presenting, negotiating, and problem solving
- This position requires ability to obtain and maintain a security clearance, which is issued by the US government. U.S citizenship is required to obtain a security clearance.

- Have or be able to obtain and maintain a U.S. Department of Defense (DoD) Top Secret security clearance or higher
- Prior experience managing contracts with foreign customers, both commercial and government
- One or more NCMA certifications (CFCM, CCCM, or CPCM)
