MPF Federal is seeking a Contracts Manager to provide thorough full life cycle, “cradle to grave” contracts management, planning, support, and administration including but not limited to preparing, reviewing, negotiating, and administering contracts and purchase orders. The Contracts Manager will also have pricing experience and stay abreast of changes to the FAR to include related guidance. We are looking for a team player who will be eager to strengthen and grow our Contracts Department and serve as a contractual liaison for both internal and external customers and partners.
Responsibilities include but are not limited to:
- Serve as primary liaison with contracting representatives to ensure compliance with contract specifications and resolution of problems and issues as they arise
- Assist with the administration of all aspects of contracts from proposal to close-out phases
- Prepare and review a variety of contractual agreements to include NDAs, Teaming Agreements, prime contract awards, subcontracts, master consulting agreements, and modifications
- Review contract terms and conditions to verify that they are in compliance with company policies and all applicable federal and state regulations
- Negotiate cost/pricing terms and conditions.
- Monitor period of performance of contract expirations and option years renewals to ensure contracts are executed timely
- Verify rates for SCA impact prior to executing new contracts or modifications
- Develop cost proposals to include developing PTW analysis
- Review cost proposals and pricing information received from vendors and partners
- Review RFP and provide feedback during the RFP proposal period
- Assist with developing the Business Proposal for proposal submission
- Compare bids from vendors and determines, or assists with determination of selected award
- Confirms that contract terms and delivery dates are accurate prior to execution
- Maintain database regarding vendors’ performance and quality of product(s)
- Submit financial or other reports required for contract vehicles
- Work with project managers to monitor compliance with applicable governmental rules and regulations and project reporting
- Perform other related duties as assigned.
Qualifications:
- Bachelor’s degree in Business Administration, Accounting, or related field required
- Minimum of 5 years of relevant experience required working in Federal contracting and with the FAR (DFARS, HHSAR, etc.)
- Working with commercial Government contractors is a must
- 3-level Federal Acquisition Certification in Contracting (FAC-C) or other related Government contracting certifications preferred
- Heavily proficient in Adobe Acrobat, MS Office Suite (especially Word, Excel) and ability to master similar productivity tools
- Strong interpersonal and communication skills and the ability to work effectively with a wide range of constituencies in a diverse community
- Ability to resolve customer complaints and concerns
- Knowledge of contract documents and specifications
- Ability to analyze and interpret financial data and prepare financial reports, statements and/or projections
- Ability to analyze and solve problems
- Knowledge of procurement rules and regulations
- Ability to make administrative/procedural decisions and judgments
- Organizing and coordinating skills
- Creative cost analysis skills
- Knowledge of costing and pricing methodology
- Skill in the negotiation and establishment of contractual arrangements for goods and services
- Knowledge of contractor compliance issues and procedures, as applicable to a public institution
- Ability to assess contract compliance and product/service quality
- Experience with joint venture contracts and federal vehicle requirements (e.g., GSA, STARS, etc.)
