General Summary:
Direct, manage, and plan the overall operation of a group of systems focused on supporting Commercial Loan and Insurance Products, includes software projects, infrastructure projects, software packages, and interfaces. The Ideal candidate will have extensive experience in implementing new systems and/or familiarly with Commercial Loan business processes. Accountable for application system analysis and programming activities for a group of systems. Partner with business units to understand their business plans and requirements and work with them to identify how technology can enhance their business processes. Coordinate resources to deliver information services efficiently and cost effectively.
Duties and Responsibilities:
- Manage Commercial Credit and Insurance Systems
- Direct the evaluation and selection of required software and hardware to run the application, as well as the tools and methodologies to develop the application
- Direct & manage the work and deliverables of staff to meet user requirement and ensure high quality of service, including function, performance, availability, scalability, security, and integrity
- Effectively resolve production problems in a timely manner
- Develop and maintain metrics to provide objective evaluation of team efforts
- Manage and negotiate contract with vendors and consultants
- Ensure the integrity and performance of business unit’s systems (applications and infrastructure) to meet service level agreements
- Manage Relationships with Stakeholders
- Work directly with the stakeholders to establish technology plans to support their business models
- Identify opportunities for business process and technology improvement across business departments that support client’s plans and initiatives.
- Advise clients on available technology and solutions.
- Proactively advocate how technology can be best used to further the business goals
- Participate in IT steering committees, budget committees and management meetings
- Provide executive level reporting for project statuses, budget, and significant system issues
- Prioritize and coordinate requests from clients and implement solutions
- Delivery Support
- Ensure all Application Controls are adhered and managed continuously
- Serve as leader on various projects and technology initiatives
- Collaborate on strategic planning, major initiatives, and directives
- Develop, review, and oversee Function goals, objectives, policies, and procedures
- Periodically review policies and practices relating to system performance and service level agreements (system backups, disaster recovery, audits)
- Work closely with other HCA and HAEA departments as required
- Personnel Management
- Provide Leadership and supervision
- Staff recruitment
- Develop skills & knowledge of employees
- Prepare and conduct employee’s performance appraisal
- Coach & mentor employees
- Manage contractors and consultants
- Budget Management
- Work closely with IT Budget Control and Spend Management team to plan and manage budget for Function cost center projects, maintenance, and resources
- Prepare and manage project and IT service contracts
- Prepare and publish routine budget & performance reports
Knowledge and Skills:
- Ability to analyze and develop Project Proposals, Current/Future Processes, Operational Business Requirements, User Acceptance Test Plans, Project Implementation, and Evaluation Documents
- SDLC experience in both Waterfall and Agile
- Strong oral/written negotiation and communication skills
- Strong leadership and interpersonal skills
- Process modeling experience – highly desired
- 10+ years of IT management/application experience, with 3-5 years’ experience in a project development role
- Minimum of 3 years’ experience coordination and supporting Commercial Credit business processes
- Bachelor’s degree a must, Master’s in Engineering, Technology, or related field desired
- Finance Industry Experience a must, Captive Automotive Finance industry experience – highly desired
- Bachelor’s degree or equivalent (ideally in area related to Software development, technology or Computer Science)
Physical Requirements and Working Condition:
Employees in this class are subject to extended periods of sitting, standing, and walking, vision to monitor and moderate noise levels. Work is performed in an office environment.
