Reporting to the VP, Government Relations (Aerospace), the Director of Government Relations leads government relations engagements for Honeywell’s matters with House Foreign Affairs, House Financial Services, Senate Banking and Senate Foreign Relations Committees, as well as the Departments of State, Treasury, Defense, and Commerce, as well as the National Security Council and other government agencies related to the International Traffic in Arms Regulations, Export Administration Regulations, Foreign Assistance Act, Countering America’s Adversaries Through Sanctions Act, and other applicable U.S. laws, and regulations, and policies. This includes but is not limited to the following: trade policies, outbound investment, sanctions, export controls and licensing policy for munitions, products, services and technology and commercial dual-use equipment. Other duties will include engaging key foreign embassies, foreign governments and relevant industry association committees and trade groups to support Honeywell business objectives. This position will work closely with Honeywell Sanctions, Export Compliance, and Government Contracts teams, among others, to address evolving global trade risks with a focus on high-risk countries and regions.

Responsibilities:

  • Serves as a Honeywell representative to Congress.
  • Leads advocacy to support business objectives for the export and licensing policy for munitions items and technology and dual-use equipment and technology.
  • Provides comprehensive insight into the regulatory and legislative process on matters relating to foreign relations, export controls, and sanctions as well as the agencies and departments related to the Countering America’s Adversaries Through Sanctions Act, Arms Export Control Act and Export Administration Regulations. This includes in Congressional select committees established to review foreign affairs or national security issues that include discussions on sanctions, export controls or trade policies (e.g., The House Select Committee on the Chinese Communist Party).
  • Disseminates analysis of relevant statements of administration policy, proposed regulatory rules and pending legislation to company stakeholders.
  • Develop comments, white papers, briefings, and presentations in coordination with key Honeywell stakeholders, on Export, Sanctions and Trade-related policy for both internal and external engagements.
  • Serves as a lobbyist for the Honeywell International Political Action Committee.
  • Represents Honeywell at political fundraisers.
  • Supports employee political action committee recruitment activities.

Qualifications:

  • 10+ years in the U.S. Congress working for a Member’s office or as a professional staff member for House Foreign Affairs and Senate Foreign Relations Committees and/or experience working in the State, Treasury, Defense, and Commerce Departments, and other agencies related to the Countering America’s Adversaries Through Sanctions Act, International Trafficking and Arms Regulations, Export Administration Regulations, and the Foreign Assistance Act. Relevant experience will also be considered and weighed accordingly in the following: trade associations, policy organizations, and corporate government affairs.
  • Bachelor's degree is required. Postgraduate degrees in international relations, business, political science, policy, law, or similar are preferred.
  • Extensive knowledge of both Congress and Administration processes and procedures with export and licensing policy for munitions items and technology and dual-use equipment and technology. Proven record of working with senior House and Senate leaders, political appointees, senior government officials, and high-ranking military leaders.
  • Strong verbal and written communications skills, ability to develop and execute political and legislative strategy, and competency in using Microsoft programs.
