Director of Finance

PRIMARY PURPOSE:

The Director of Finance provides both operational and programmatic support to the organization. The Director of Finance supervises accounting staff in the Finance department. The Director of Finance reports directly to the Chief Financial Officer (CFO) and provides support on all matters as they relate to budget management, cost benefit analysis, financial statement preparation and grant reporting.

ESSENTIAL DUTIES AND RESPONSIBILITIES:

As an integral and important member of the management team, the person in this position will:

  • Participate in and provide input into management decisions, offer insight and guidance with respect to financial and operational matters
  • Hire and train staff in the Finance department
  • Supervise accounting positions within the department
  • Develop, recommend and implement accounting and operational policies, procedures and processes that ensure organized, efficient, and compliant management systems
  • Provide input in the ADP payroll process to ensure compliance with federal and state statutory filings
  • Provide fiscal management of all local, state, and federal grants including submission of monthly grant reports and invoices for reimbursement
  • Be responsible for general ledger entries for month-end close
  • Prepare all regulatory financial reports (i.e. FFR, quarterly and annual expenditure reports, Indirect Cost Rate Proposals)
  • Develop and maintain systems of internal controls to safeguard financial assets of the organization and oversee federal awards and programs
  • Oversee the coordination and activities of independent auditors ensuring all OMB Super Circular audit issues are resolved, and all 403(b) compliance issues are me
  • Assure preparation of annual financial statements is in accordance with U.S. GAAP and federal, state and other required supplementary schedules and information
  • Assist CFO in preparation of the annual organization budget as well as individual grant budgets; coordinate all department budgets; work with all department heads throughout the year to ensure that expenditures adhere to legal and budgetary requirements
  • Oversee the production of monthly reports including reconciliations of all balance sheet accounts, as well as financial statements and cash flow projections for use by Executive management
  • Maintain agency’s policies and procedures in accordance with relevant cost principles
  • Safeguard agency’s fixed assets including those purchased through grant funding
  • Assist with agency fundraising activities as requested, including promoting events, selling tickets, soliciting donations, and other tasks to support events
  • Other duties as assigned

REQUIRED KNOWLEDGE, SKILLS AND ABILITIES:

  • Knowledge of not-for-profit accounting in accordance with U.S. Generally Accepted Accounting Principles, OMB Super Circular, and compliance requirements, and appropriate Code of Federal Regulations sections
  • Ability to communicate effectively with others, with or without the use of an interpreter and auxiliary aids or services
  • Ability to review, understand, and apply concepts presented in training programs, conferences, and/or professional literature.
  • Clear understanding that FoundCare and related agencies provide information on educating individuals about safer sex practices which could include but not be limited to exposure to explicit language, explicit printed material, and descriptions of explicit sexual activities, as part of the agency’s mission in the prevention and transmission of HIV disease


PHYSICAL REQUIREMENTS:

  • Ability to endure short, intermittent, and/or long periods of sitting and/or standing in performance of job duties
  • Transport him/herself to other departments, conference rooms, and on occasion, to off-site locations to accomplish job responsibilities, attend meetings, workshops, seminars, etc.
  • Accomplish job duties using various types of equipment/supplies, e.g., pens, pencils, calculators, computer keyboard, telephone, etc.

MINIMUM QUALIFICATIONS:

  • Completion of a master’s degree at an accredited college or university
  • Five to seven years of financial experience and management experience with the day-to-day financial operations of an organization
  • General office software, particularly the Microsoft Office Suite and Great Plains accounting software (or other similar accounting software) and use of databases
  • Ability to: Foster and cultivate business opportunities and partnerships; Create and assess financial statements and budget documents
  • Recognize and be responsive to the needs of all clients of the organization, including funding organizations, the Board of Directors, local community advocates, participants, and employers
  • Communicate effectively in both written and verbal form
  • Certified Public Accountant (CPA) preferred, but not required
  • CHFP( Certified Healthcare Finance Professional) required
  • Healthcare Experience required
  • Valid Florida driver's license, automobile insurance and reliable automobile
