Job Title: Director of HR Exemption Status/Test: Exempt

Primary Purpose:

Assist in the management of district human resource activities to ensure legally sound and effective human resource management. Responsible for the development and implementation of human resource programs, recruitment and staffing, employee relations and employee communications. Interpret and recommend personnel policies and regulation for the district. Plan and coordinate the District’s annual teacher recruiting efforts.

Qualifications:

Education/Certification:
Bachelor Degree in business, human resources, or similar related field

PHR or SPHR (Preferred)

Special Knowledge/Skills:
Knowledge of the selection, training, and supervision of personnel
Knowledge of wage and salary, benefits, and employee communications programs
General knowledge of school employment law
Demonstrate knowledge of state certification/licensure requirements and No Child Left Behind guidelines
Ability to interpret policy, procedures, and data
Ability to manage budget and personnel
Strong communication, public relations, and interpersonal skills
Knowledge of employee relations, performance management, employee discipline, employee selection and all legal requirements.

Experience:
At least three years of experience working in a Texas Public School human resources department.

Major Responsibilities and Duties:

1. Coordinate and supervise the recruiting and hiring processes for all applicants.

2. Oversee the application processing and equal opportunity employer compliance.

3. Oversee the substitute management system and recruitment efforts to attract and retain quality substitute teachers.

4. Oversee the completion of internal and external personnel surveys.

5. Coordinate the annual teacher recruiting tour schedule and job fairs. Attend the job fairs and serve as the district’s representative.

6. Update, distribute, and publish employee handbook.

7. Ensure an effective and successful new employee orientation/on-boarding process.

8. Assist principals and supervisors with documentation to address employee performance concerns that may result in the proposed nonrenewal or termination of employment.

9. Assist the Executive Director of Human Resources with employee relations matters, employment contract non-renewal and employment termination recommendations.

10. Administer, direct, and evaluate the district’s hiring and recruitment programs.

11. Serve as district representative for Texas Workforce Commission.

12. Implement polices established by Federal and State law, State Board of Education Rule, and Local

Board Policy in all areas of Human Resources/Personnel.

13. Compile, maintain, and file all physical and computerized reports, records, and other documents required for Human Resources function areas.

14. Administer, compile, and submit all personnel and compensation surveys including submission of the

EEOC report.

15. Develop and maintain administrative guidelines in the areas of substitute management, hiring and other human resources areas. Maintain the administrative guidelines for the district, updating and distributing as needed.

16. Assist in preparing, reviewing, and revising job descriptions and performance evaluations.

17. Develop training options and or improvement plans and communicate to district personnel to ensure exemplary hiring and employee relations and termination procedures.

18. Assist in the implementation of the compensation plan as approved by the Board of Trustees.

19. Promote collegiality, teamwork, and collaborative decision making among human resources staff and other departments.

20. Work with the executive director to ensure that department operations contribute to the attainment of district and human resources goals and objectives.

21. Attend meetings and supervise all human resources staff in the absence of the executive director.

22. Review all criminal history issues and address according to district policies and procedures.

23. Participate in professional development activities to maintain current knowledge of human resources rules, regulation, and practices.

24. Attend Board meetings regularly and make presentations to the Board as needed.

25. Ensure confidentiality regarding all personnel matters.

26. Perform all other duties as assigned by the Executive Director of Human Resources.

Job Type: Full-time

Pay: $70,000.00 - $90,000.00 per year
