Marquis Homecare is looking for a Director of Human Resources:
The Director of Human Resources is responsible for ensuring all HR operations are executed effectively and in compliance with all Federal, State and Local requirements across the organization. This position is responsible for developing HR strategies and providing advice to senior management on all related topics as well as oversight of Human Resource personnel and day-to-day operations. This position provides the highest level of customer service; and demonstrates integrity, credibility, and confidentiality in all areas of the job.

RESPONSIBILITIES:
Develop and/or build a Human Resource team across the organization to ensure compliant execution of all HR-related responsibilities in all locations and lines of business, including but not limited to:
Build and align HR staff to cover the varied responsibilities effectively and adequately across HR functions and company locations.
Develop/build, oversight and maintain in-house recruiting capabilities
Mentor and empower HR staff to apply critical thinking skills for items and issues within the scope of their duties and to understand when to elevate or seek additional guidance.
Oversee Human Resource Information System (HRIS) end-to-end people management:
Work with System Administrator to ensure proper and compliant ongoing configuration management.
Develop and expand upon module customization and new system offerings/capabilities - train and roll out to appropriate employees.
Ensure ongoing education, training, and system and report optimization for employees and all system user roles.
Oversee all personnel management processes and protocols
Develop, maintain, and improve performance evaluation process for all personnel types
Educate and empower HR team to properly educate local management on compliant and meaningful performance evaluations.
Develop, maintain, and improve onboarding and offboarding process and protocols.
Strong counseling skills and ability to address employee grievances and/or personnel issues, and reasonable accommodations and ADA requirements
Serve as point of contact for employment relations and interactions with labor unions.
Anticipate and resolve litigation risks.
Oversee all Human Resource administration including the day-to-day operations related to payroll/compensation and benefits administration, performance management, record keeping, and office administrative duties:
Oversee payroll department and all payroll functions, regulations, and policies.
Research, plan, and implement all health and wellness benefit selections, new programs and services, and changes.
Oversee administration of all benefits (including Cobra), conduct and/or facilitate annual open enrollments for all locations and benefits, develop all open enrollment materials, and maintain compliance with all benefit policies and procedures.
Ensure compliance with Federal, State, and local regulations as well as Contract and/or Union regulations. Oversee compliance with FLMA, NYS PFL, ADA, DOL, OSHA and EEOC, and state Human Rights Divisions
Develop and maintain agency manuals, policies, and procedures in accordance with regulations and laws
Oversee administration of all paid leave programs including vacation, sick, and medical leave
Administration of 401k and ESOP plans
Provide detailed analytics and HR metrics to Senior Leadership
Other Responsibilities
Maintain integrity, honesty, and accuracy in the representation of the company, while adhering to all Federal, State, and company guidelines
Effectively manage and develop staff; conduct performance reviews for all direct reports.
Build and manage budget and vendor contracts.
Perform other related duties as required.
Be part of team efforts and/or project lead for company initiatives as needed

QUALIFICATIONS:
Education: Bachelor's degree in Human Resources or relevant field; Master's in human resources a plus.
Experience: Proven experience as HR Director. Candidate should possess deep knowledge of human resources in a relevant field preferably (Home Health, MLTC, Medicare, and Medicaid industries) and be able to demonstrate extensive experience (minimum 10 years) as an HR Generalist and/or HR Specialist. SHRM Certified Professional (SHRM-CP) or SHRM Senior Certified Professional (SHRM-SCP) accreditation is required. UKG HRIS, Kronos Dimensions, and/or Ultipro experience preferred.
