Job Summary:


The Division Director provides program oversight to the staff of the Community and Family Support Services, Homelessness Prevention Program and housing subsidies. This position manages GLCAC’s relationship with the Department of Children and Families; the Exchange Clubs of the Merrimack Valley, the National Exchange Club Foundation and the Dept. of Housing and Community Development Continuum of Care and Community Teamwork Inc. The Director of Social Services assesses and develops new programs as needed in accordance with GLCAC’s strategic plan, completes reports, develops and manages the program budget.


Children’s Family Service Center (CFSC)

  • Maintains a case load as needed by the department
  • Conducts supervised visits as needed
  • Facilitates Parenting Education Groups and assesses outcomes using a validated, peer reviewed assessment tool.
  • Receives, and assigns client referrals
  • Insures that department maintains a caseload of 12 cases per CFSC case worker.
  • Assures the maintenance of clients records and tracks client progress
  • Interviews clients, assesses priorities and documents case activity
  • Consults with statutory and voluntary agencies to ensure compliance with clients’ treatment plan
  • Ensures the efficacy of the case management by utilizing evidence-based testing and input from DCF
  • Supervises staff, providing guidance, training and development opportunities and evaluation of work and performance
  • Completes all necessary steps for National Exchange Club Accreditation
  • Attends advisory board meetings and supports the CFSC Advisory Board as needed
  • Helps advisory board with fundraiser and Children’s Champion Award event
  • Reviews DCF voices for accuracy

Community Service Center (CSC)

  • Manage the scheduling of staff and budget
  • Supervise and train staff on policies and procedures of the intake department
  • Support staff in outreach events
  • Work with collateral agency departments of work flow that occurs through the CSC, such as referrals, information distribution, work flow of staff being assigned other tasks within the agency
  • Communicate with other departments changes that occur within the CSC and workflow protocols.

Homelessness Prevention and Housing Stability

  • Supervises the Housing Services Case managers
  • Assures that families and individuals referred by the CoC are placed in housing in a timely manner
  • Manages the coordination with CTI and the RAFT program
  • Assures that families placed in housing are provided with case management services
  • Assists staff in helping clients/families with obtaining community assistance by referral to proper resources
  • Assures that residents in GLCAC housing are provided with case management services.

General Management

  • Develops and maintains working relationships with community health, welfare and social agencies and seeks creative means to help staff assist the clients with his/her needs
  • Monitors budget regularly and works with the grants manager to make adjustments


  • Works with the Development Department to seek new funding and provide information for reports
  • Ensures that office operates smoothly and ensures protection and security of files and records by transferring and disposing of records according to retention schedules and policies
  • Ensures that staff are following policies and procedures of the agency and program
  • Attends community partner meetings
  • Collaborates with other GLCAC programs to meet client’s needs and make appropriate referrals
  • Other duties as assigned based on program needs


Skills & Qualifications:


  • Master’s Degree in Social Work with an LSCW or LICSW and five years’ experience managing a program. Prior housing stability experience is desirable.
  • Position requires a high level of accountability and an ability to make critical decisions and work to ensure the success of those decisions
  • Computer skills necessary including knowledge of Microsoft Office Suite
  • Strong organizational skills
  • Ability to perform job duties with a high degree of initiative and professionalism; demonstrated sound judgment, and quality written and oral communication skills
  • Demonstrated experience training, supervising and managing staff
  • Ability to establish rapport with persons from different ethnic, cultural, linguistic and/or economic backgrounds
  • Ability to maintain accurate records and confidentiality of information
  • Ability to interact and communicate with clients under physical and/or emotional stress
  • Some nights and weekends required.
  • Must have a suitable CORI and SORI check completed within the first thirty (30) days of employment.
