We are looking for an organized and knowledgeable individual to support the development and coordination of emergency response programs and activities within the Commission.

The ideal candidate will have:
- Bachelor’s Degree in Emergency Management, Business Administration, or a closely related field of study from an accredited college or university. In lieu of a degree, equivalent combination of education, training, certification and directly related experience may be substitutable on a 1:1 basis.
- Minimum of one (1) year of experience in emergency management and training, or related experience (required).
- Experience in project management
- Understanding of the National Incident Management System (NIMS)
- Ability to develop and maintain Emergency Operations plans
- Strong analytical skills, problem solving, organizational and planning skills

Salary Range: $32.27- $40.34 per hour (est. $67,122 - $83,907 annually)

Job Purpose:
The Emergency Management Specialist will support the development and coordination of emergency response programs and activities within the Commission. Assist in Commission readiness, response, and recovery to natural or man-made disasters. Meet the needs of the Emergency Management business unit by supporting exercise development, training, and operational planning. Create and maintain documentation and standard operating procedures related to emergency management planning and execution.
Primary Functions:
- Support the Emergency Response and Preparedness Program, policies, and procedures.
- Collaborate with various business units and section leaders to provide emergency management support to commission’s employees.
- Conduct research and gather input from various internal and external stakeholders to assist with development of operations plans, procedures, and guides.
- Routinely inspect facilities and equipment used in emergency management operations centers to ensure their functionality and availability.
- Support the emergency management training program through research, engagement tracking and identifying topics for training deployment.
- Assist with development of exercises and drills to test emergency and business continuity plans and procedures and gather information for after-action and improvement planning.
- Collaborate with staff to maintain OUC disaster response roles to create a culture of preparedness and readiness when emergency plans are enacted.
- Coordinate with other agencies, organizations, or entities involved in developing disaster preparedness programs.
- Support the creation and maintenance of on-going relationships with emergency management departments at the county(ies), city, and state.
- Support the commission staff during activations with the execution of operational plans, assist in the development of incident action plans, operational documentation, and assist the incident commander with recommendations and/or impact statements.
- Assist with the creation of instruction materials, training and events to promote emergency preparedness and safety mindedness within OUC and with the community at large.
- Perform other duties as assigned
Technical Requirements:
Working knowledge of all, but not limited to the following:
o National Incident Management System (NIMS)
o Project Management support (scheduling, documentation, tracking)
o Tabletop Exercise design, planning and implementation
- Familiarity with all, but not limited to the following:
o Federal, state, county, and municipal requirements related to emergency management;
o Software Application (i.e., Interactive Messaging);
o Equipment (i.e., two-way radio; line worker equipment, grid infrastructure);
- Highly effective interpersonal, verbal, and written communication skills;
o Support the preparation, scheduling and delivery of presentations and training sessions to a variety of audiences;
o Anticipate the needs of others to support team goals and initiatives
o Perform threat hazard identification and understand potential risks;
o Apply strong analytical skills, problem solving, organizational and planning skills, decision making, especially in crisis situations, and excellent results orientation;
o Use Microsoft Office Suite (Outlook, Word, Excel, Power Point, etc.) with high proficiency and standard office equipment (telephone, computer, copier, etc.).
Education/ Certification/ Years of Experience Requirements:
- Bachelor’s Degree in Emergency Management, Business Administration, or a closely related field of study from an accredited college or university. In lieu of a degree, equivalent combination of education, training, certification and directly related experience may be substitutable on a 1:1 basis.
- Minimum of one (1) year of experience in emergency management and training, or related experience (required).
- Valid Driver’s License.
Certifications and/or licenses preferred:
o FEMA ICS-IS-100.C (ICS 100), G-300 (ICS-300), and G-400 (ICS-400), IS-700.B
Working Conditions:
As part of emergency response team, this role is required to respond during times of emergencies and/or Incident Command Center activations. During such activations, this role will assume on call responsibilities. Outside of activations, this role may involve working occasional evening, night, weekend and/or holiday hours. This job also involves, occasional travel between OUC facilities, customers or other facilities.
This job may involve frequent exposure to extreme weather conditions. This job may involve occasional exposure to some disagreeable elements (dust, heat, and other elements, fumes, cold, noise, vibration or wetness).
Physical Requirements:
This job includes constant typing, speaking/hearing. This job includes very frequent standing, walking, and bending/stooping, reading, writing/typing, and detailed inspection. This job requires frequent sitting and reaching over head. There may be occasional climbing, kneeling, pulling/pushing, and lifting up to forty (40) lbs. Also, this job includes very frequent driving of a company vehicle.
