Overview:
The Engineering Technician MOUS I provides support to the Communication TEMPEST Section of the USCG C5ISR Engineering Support Branch at Elizabeth City, NC.
Responsibilities:
  • Develop all technical documentation required, and make recommendations to support successful operations.
  • Evaluate “human machine interface” and make recommendations.
  • Support Aviation Training Center (ATC) Mobile Sensors Division in developing required changes to operational requirements to aid in the use of MUOS system once installed on aircraft.
  • Support ALC product lines in developing flight manual and maintenance manual directive to aid in use and support of MUOS once installed on aircraft.
  • Support the Communication Command (COMCOM) personnel in the Mission Analysis phase of MUOS provision. Work with COMCOM to establish the method by which aviation will interface with Mission Planners for MUOS set-up and operation.
  • Establish and maintain applicable Joint Integration SATCOM Tool and the Joint SATCOM Management and Planning System (JSMPS) tool, and Joint Enterprise Network Manager (JENM) profiles/access to ensure aviation has the capability to develop MUOS Radio Configuration Files (RCFs) for testing and operation if needed.
  • Develop process guide for utilizing systems to support MUOS operational capability.
  • Manage USCG Aviation Tactical Radio Report (TRR) and/or manage the aviation input to the overarching USCG Enterprise MUOS TRR.
  • Evaluate the provision process for MUOS radios in all use cases and develop applicable instructions or modifications to existing modifications to ensure operational units are able to successfully provision MUOS resources when necessary.
  • Support development and execution of MUOS ramp and flight test plan procedure and test data evaluations.
  • Interface regularly with MUOS working groups.
  • Support all USCG contract/MIPR documentation development and budget estimates for the MUOS program across aviation.
  • Setup Mission System Sustainment Lab (MSSL) communications mockups to enable MUOS operation with control heads and update mockups for operational capability.
  • Interact with aviation Key Management Infrastructure (KMI) authority to understand operational impact of key management for all platforms.
  • Develops or reviews engineering drawings and operational procedures to provide designs, operational characteristics and specifications for various complex communications and COMSEC equipment or systems (e.g., new electronic components such as solid-state devices for communication equipment).
  • Develops or reviews engineering drawings and operational procedures to provide red-line corrections for “as built” configurations.
  • Provide ESB with appropriate actions and track product line progress.
Qualifications:
Required:
  • Associates Degree in Electrical or Electronics OR completion of DHS or DoD technical schools (or equivalent).
  • Ten (10) years relevant experience and current experience in engineering, design, maintenance and installation of Command, Control, and Communications systems.
  • Six (6) years experience with four (4) of the following equipment/systems/programs or like systems: USCG Middle Frequency (MF), VHF, UHF, and SATCOM Systems, US/North Atlantic Treaty Organization (NATO) Secure Voice Systems.
  • Experience with DHS/DoD specifications and standard to include USCG specifications and standards.
