The Virginia Department of Health, Office of Drinking Water (ODW) is seeking an Environmental Health Technical Specialist to act as the new sampling verification program lead of the Southeast Virginia Field Office (located in Norfolk). This is an exciting opportunity to have an immediate impact at an office filled with passionate public health professionals dedicated to ensuring Virginians are provided with safe and reliable drinking water. The Southeast Virginia Field Office serves the counties of Accomack, Dinwiddie, Gloucester, Greensville, Isle of Wight, James City, Mathews, Northampton, Prince George, Southampton, Surry, Sussex, and York, and the Cities of Chesapeake, Colonial Heights, Emporia, Franklin, Hampton, Hopewell, Newport News, Norfolk, Petersburg, Portsmouth, Suffolk, Virginia Beach, and Williamsburg.

This position performs surveillance, sanitary surveys; reviews operating reports; investigates consumer complaints. The incumbent will prepare violation notices and initiate enforcement actions. Technical aspects of the job include managing databases, chemical analyses review, and provide technical assistance and training to waterworks owners and operators. The position will also serve as the sampling verification program lead and subject matter expert for the Southeast Virginia Field Office. As the sampling verification program lead, this position will: serve as the principal liaison between field office and central office staff for the sampling verification program; coordinate and provide technical and procedural assistance for implementation of sampling program activities; and support leadership in providing quality control of sampling verification program initiatives.

Minimum Qualifications
The successful incumbent should possess the following:
  • Working knowledge of biology, microbiology, chemistry, and math
  • Knowledge of technology associated with provision of drinking water
  • Knowledge of good laboratory practices
  • Ability to use computers for word processing and data management
  • Ability to communicate in English in writing, orally, interpersonally, and before groups and public meetings
  • Ability to interpret regulations and technical documents
  • Experience in provision of drinking water and related activities in the areas of water quality sampling

Preferred Qualifications
  • Knowledge of water quality sampling databases including Safe Drinking Water Information System (SDWIS) and related statewide and office-wide computer programs.
  • Ability to manage a regulatory program.
  • Graduation from an accredited college with major studies in environmental sciences or a related field. Licensure as a Waterworks Operator by Department of Professional and Occupational Regulation with adequate work experience may be substituted for education.
