POSITION SUMMARY:


Under the direct supervision of the Environmental Director, the Environmental Scientist is responsible for the operation of the Environmental Department’s water testing program. Duties include creating a water testing schedule, collecting water samples and dropping them off at the lab, logging water quality results and communicating results to tribal departments, assisting with consultations with federal, state and local agencies, and administering the Tribe’s CWA 106 grant.


SPECIFIC RESPONSIBILITIES


  • Preform duties listed in the Tribe’s CWA 106 grant, including data collection and submission of water quality reports to US EPA annually.
  • Assist with planning workplans for future CWA 106 grants.
  • Regular calibration and upkeep of water testing equipment.
  • Conduct scientific analyses and assessments to establish baseline water quality values both on and off Tribal land and identify potential sources of impairment.
  • Collaborate with the Traditional Ecological Knowledge Department to test water quality in areas that hold high cultural significance to the Tribe.
  • Coordinate with the TEK Manager to organize water quality results in a way that can be presented to Tribal Council, State and Federal agencies, and supports the Tribe’s mission to protect waterways both on and off the Rancheria.
  • Recommend potential management and regulatory actions needed to address any impairments observed.
  • Develop Tribal water quality standards.
  • May be asked to represent the Tribe on advisory committees, meetings with federal and state agencies, local governments, consultants, other Tribes, and the tribal membership.
  • Other duties as assigned.


MINIMUM QUALIFICATIONS


  • BS in Hydrology or related field.
  • Experience with water testing and collection procedures.
  • Knowledge of QA/QC.
  • Possesses excellent oral and written communication skills.
  • Experience with Excel and large-scale data management.
  • Experience writing reports.
  • Be able to manage multiple concurrent assignments.
  • Must have valid California Driver’s license.

PREFERED QUALIFICATIONS


  • Possess an understanding of the principles of biology and ecology.
  • Fisheries, water quality, or other types of field experience.
  • Knowledge of environmental analysis, NEPA, CEQA, and permitting.
  • Knowledge of/work with fish and other aquatic species.
  • Experience working with Tribes.

DRIVER’S LICENSE and INSURANCE REQUIREMENT:


Possession of a valid California license at the appropriate level including necessary special endorsements, as required by the State of California to perform the essential job functions of the position and qualify for the Tribe’s vehicle insurance, plus provide proof of personal vehicle insurance.


TRAVEL REQUIREMENTS:


Local travel is occasionally required. Travel outside of the state is infrequently required.


WORK CONDITIONS:


Work Conditions may include, but are not limited to, the following: Bending at the waist, sitting still for extended periods of time, dexterity of hands and fingers to operate a computer keyboard, hearing and speaking to exchange information, seeing to read reports and data and occasional lifting of 50 pounds or more.

This includes, but is not limited to: reporting all incidents and accidents to your supervisor timely (within 24 hours); maintaining work areas in a safe and healthful manner; reporting and correcting any unsafe working conditions; operating vehicles in a safe and lawful manner while conducting Tribal business; providing input and assistance to reduce or eliminate workplace hazards; actively supporting ongoing safety efforts, including recommendations of the safety committee.
  • Due to the nature of interactions with other employees and the public we serve, employees may be required to provide documentation of, or receive, certain health vaccinations.

DRUG SCREEN


Shingle Springs Band of Miwok Indians requires the successful completion of a drug screening of all potential Tribal employees prior to being hired. The Tribe recognizes that the State of California has legalized the use of marijuana. The Tribe is located on federally owned trust land and complies with federal laws. Therefore, marijuana use is prohibited, and all drug tests will include a screening for THC.


Shingle Springs Band of Miwok Indians recognizes a zero-tolerance drug and alcohol policy, and employees will be required to sign a Consent to Drug and/or Alcohol Testing. Employees may be selected for alcohol / drug testing upon reasonable suspicion, and upon any/all accidents.

Candidates for this position will be subject to criminal and character background checks and fingerprinting prior to being hired. Verification of previous employment and education will also be conducted after the interview if an offer of employment is being considered.

Preference in hiring is given to the most qualified applicant. However, when candidates for an open position are determined to be equally qualified, Native American candidates will have preference for hiring purposes. This means that if the qualifications of the best candidates are comparable, the Native American candidate is given preference. The following order of preference shall be adhered to when hiring: (1) Members of Shingle Springs Band of Miwok Indians members; (2) Spouses or domestic partners (certified through Tribal Court or the State of California) of members of Shingle Springs Band of Miwok Indians; 3) Parents of children of the Shingle Springs Band of Miwok Indians; 4) All other documented Native Americans; 5) All other applicants in accordance with Title 25, U.S. Code, Section 472 and 473. Applicants claiming Indian preference must submit verification of Indian eligibility.
