JOB SUMMARY
This is an executive-level position responsible for directing the fiscal functions of the agency in accordance with generally accepted accounting principles issued by the Financial Accounting Standards Board, the Securities and Exchange Commission, and other regulatory and advisory organizations and in accordance with financial management techniques and practices appropriate within the nonprofit industry. Under the supervision of the Chief Executive Officer, the Finance Director develops and implements administrative and fiscal policies and with the approval of the Board of Directors, safeguards the agency’s assets and complies with all legal and regulatory requirements, provides financial information to the Chief Executive Officer, negotiates rate agreements, manages and maintains agency’s insurance matters, oversees the Accounting Department, analyzes new initiatives/projects and participates as a member of the management team.
ESSENTIAL DUTIES AND RESPONSIBILITIES
1. Plans, develops, organizes, implements, directs and evaluates the agency’s fiscal function and performance. Assists in the development and implementation of agency-wide policies, procedures, goals and objectives;
2. Evaluates the Accounting department’s structure for continual improvement of the efficiency and effectiveness of the group as well as provide individuals with professional and personal growth;
3. Directly supervises the Controller and oversee the Accounting Department including recruitment, training, supervision and evaluation of the staff. Promotes positive morale through mentoring, coaching, team-building and development and fosters open communication;
4. Identifies resource needs of the Agency and related entities to facilitate and recommend internal and external options to the Chief Executive Officer, Board of Directors and program managers;
5. Provides financial management and operations guidance to all levels of Agency management;
6. Provides timely and accurate analysis of budgets, financial reports and financial trends in order
to assist the CEO, Board of Directors and management in performing their duties. Responsible for developing and monitoring the company annual budget, benefit budget, indirect cost budget and CSADC budget;
7. Participates in long range strategic planning including introduction of new strategies, property acquisition and regulatory action. Provides strategic financial input and leadership on future endeavors;
8. Analyzes, reviews, evaluates and recommends improvements to the Agency’s administrative and financial internal control systems and procedures;
9. Directs the preparation of and performs final review of financial reports and other documents to be submitted to government agencies, funding sources and other parties;
10. Communicates the status of financial matters relevant to program managers, department heads and other staff as needed;
11. Approves purchase orders, check requests, invoice payments, billings, personnel actions and payroll processing transactions;
12. Oversees the development, tracking and reporting of grants, funding and government programs, grant budgets and contract billing processes;
13. Coordinates and directs the Accounting Department’s interactions with other departments and outside parties, agencies, organizations and funding sources;
14. Consults with other departments and technicians on computer system development, installation, repairs and maintenance, as well as software, office equipment, phone systems, HVAC equipment, security systems and facilities;
15. Monitors and maintains Agency compliance with federal requirements, Agency contracts and policies;
16. Optimizes the handling of bank relationships and initiates appropriate strategies to enhance cash position;
17. Acts as primary contact on insurance matters, investments, banking, and security systems for the agency;
18. Performs various administrative/office work including, but not limited to, conducting and attending meetings, compiling data for reports, preparing reports and correspondence, copying and filing documents, reviewing mail and professional literature, and entering computer data;
19. Stays abreast of current trends and innovations in the field of public and non-profit agency administration and financial management;
20. Performs other duties as may be assigned.

JOB REQUIREMENTS/SKILLS
1. Knowledge of the methods, procedures and policies of Community Services Agency; knowledge of principles and methods of financial accounting and reporting; principles of budget preparation and control; financial research and report preparation methods; accounting theory, payroll principles and practices; pertinent federal, state and local laws, codes and regulations.
2. Ability to plan, organize and direct the work of subordinates and to select, supervise, train and evaluate staff.
3. Ability to prepare and review complex financial statements, to analyze and interpret fiscal accounting records, and prepare accurate and complete financial reports.
4. Ability to communicate effectively in written and oral form; to learn, interpret and/or enforce rules, policies and procedures; to read and interpret complex materials pertaining to the responsibilities of the job; and to react calmly and professionally in emergency or stressful situations.
EDUCATION AND EXPERIENCE
Bachelor’s degree with a major in Accounting or Finance or related field, ten years of technical accounting experience, a thorough understanding of and ability to apply Generally Accepted Accounting Principles and direct supervisory/leadership experience. A CPA and/or MBA is preferred.
PHYSICAL DEMANDS
1. Requires the ability to exert some physical effort, such as walking, standing and light lifting; minimal dexterity in the use of fingers, limbs and body in the operation of office equipment.
2. Requires the ability to maintain effective audio-visual discrimination and perception required for communicating with others.
3. May require extended periods of time at a computer.
4. This position requires up to 25% travel to various locations within Nevada.

Pay: $100,000.00 - $110,000.00 per year
