JOB INFORMATION

Part-time; varied work schedule and hours depending on training schedule; non-benefited; subject to program reassignment

This professional and technical position is responsible for conducting training courses in fire and rescue services. Training and course instruction will occur in a classroom setting or an outside training environment (i.e. high school classroom environment). Instructors are required to teach at least one or a combination of the following disciplines: fire suppression, EMS, fire and rescue management, special operations or any other fire/ rescue programs/areas. Supervision is received from the Battalion Chief, officer or lead supervisor.

ESSENTIAL DUTIES AND JOB RESPONSIBILITIES

  • Assist with developing training courses for fire and rescue, EMS personnel and/or high school program participants to ensure proficiency in job skills and/or new equipment
  • Assist with the development, implementation and evaluation of fire science and administration training programs, as well as fire suppression, EMS, hazardous materials abatement, and technical rescue training programs
  • Ensure EMS trainings are in compliance with MD State Emergency Medical protocols
  • Develop, conduct, and participate in fireground hydraulic drills, fire suppression drills, drafting drills, EMS drills and other practice evolutions
  • Instruct fire and rescue personnel or high school program participants on fire, rescue, EMS and special operations training; ensure course materials and instruction format matches the skill level of various classroom audiences and settings
  • Conduct and instruct certification and re-certification trainings for fire and rescue personnel
  • Update and maintain database for tracking staff/volunteers/high school program participants, credentials, licenses and certifications
  • Assist in the preparation of certification correlation documents
  • Assist with training prop construction and maintenance
  • Assist with apparatus and equipment maintenance
  • Perform other related duties as assigned

QUALIFICATIONS AND REQUIREMENTS

  • High school graduation or the equivalent
  • Minimum 3 years of experience as an emergency services instructor (fire / rescue / EMS / Hazmat / management disciplines)
  • Minimum 3 years of experience in fire and/or rescue services (volunteer or career) that must include 2 years of fire and/or rescue field experience
  • Maryland Instructors Certification Review Board (MICRB) certificate
  • Some experience creating audio-visual presentations – must include PowerPoint or comparable software

ADDITIONAL DUTIES AND REQUIREMENTS FOR SPECIFIC TRAINING AREAS ARE DESCRIBED BELOW:

Instructor - ALS Discipline Requirements:
  • Current National Registry Paramedic Certification
  • Minimum 3 years of experience instructing Advanced Life Support; which includes experience in setting up, proctoring, and maintaining the paramedic lab
  • Minimum 3 years of experience in the setup of the National Registry Skill
  • Preference may be given for ACLS/PALS/PHTLS Provider and Instructor certifications

Instructor - EMT-B and Management Discipline Requirements
  • Current Maryland state EMT-B certification
  • Minimum 3 years of experience as a Maryland EMT-B
  • National Board of Fire Service Professional Qualifications Instructor certification
  • Ability to participate in fire suppression and rescue activities which may require lifting/carrying up to 40 pounds, standing, walking, crawling, bending, stooping, climbing stairs and ladders, working at extreme heights and working outdoors in all conditions
  • Preference may be given for current MD state EMT-P certification

Instructor - Fire/Rescue Discipline Requirements:
  • Current Firefighter II certification
  • Current National Board on Fire Service Professional Qualifications Instructor certification
  • Possession of a valid class B automobile operator's license with ability to obtain and maintain a Frederick County Employee Driving Permit
  • Ability to participate in fire suppression and rescue activities which may require lifting/carrying up to 100 pounds, standing, walking, crawling, bending, stooping, climbing stairs and ladders, working at extreme heights and working outdoors in all conditions

KNOWLEDGE / SKILLS / ABILITIES:
  • Considerable knowledge of fire/rescue training, credentials and certifications, regulations and policies and procedures
  • Considerable knowledge of principles and practices of fire and rescue and delivery of Basic Life Support emergency medical services, as well as basic fire chemistry, rescue techniques, fire behavior, hand and power tool usage and instructional techniques
  • Ability to establish and maintain appropriate records using computer systems and manual records
  • Ability to establish and maintain effective working relationships with co-workers, volunteers, student participants and the general public
  • Strong and effective spoken and written (English) communication skills, including the ability to prepare, interpret, and communicate procedures and policies, as well as effective public speaking skills with the ability to effectively format and present information to varied audiences

ADDITIONAL INFORMATION / EXAMINATION PROCESS

  • Physical/grooming requirement – facial hair is maintained to properly wear SCBA full and half-piece air purifying respirators and other job-specific safety equipment, and pass SCBA fit test
  • Annual physical based on instruction of courses that include the following: IDLH (Immediately Danger to Life or Health) requirements or use of respirators or SCBA
  • Abstinence from all tobacco use at time of pre-employment physical exam (anticipated to scheduled within 30 days of advertised job posting deadline date)

EXAMINATION PROCESS (MAY INCLUDE):
  • An evaluation of training, education and experience
  • A written examination
  • One or more interviews to include a brief training presentation
  • A pre-employment psychological examination
  • A pre-employment physical exam, including pulmonary function test, color perception test, fitness for duty evaluation, & drug/tobacco test
  • Satisfactory background check
