The mission of the Center for Health Information and Analysis (CHIA) is to monitor the Massachusetts health care system and to provide reliable information and meaningful analysis for those seeking to improve health care quality, affordability, access, and outcomes.
CHIA is seeking a Fiscal Operations Analyst (Analyst) who is eager to be in a team atmosphere to help realize the agency’s fiscal goals. The ideal candidate will be extremely detail oriented and possess a strong working knowledge of the Commonwealth’s fiscal administration, accounts receivable, accounts payable, fiscal reporting, budgeting, contracts, and records management systems.
The position(s) will be a direct report to either the Director of Financial Operations or the Budget Director, depending on skills match and experience. The incumbent may also receive, and fulfill requests made by the Chief Financial Officer.
The Fiscal Operations Analyst is responsible for two key areas within the Finance Unit: (1) financial compliance and accounting (including procurement, accounts payable/receivable, records management, and financial reporting) and (2) project-based work that supports the Budget Director (including periodic and seasonal initiatives like the budget, one-off finance projects like report development and agency projects that require Finance Unit input like ISA analyses and inventory control).
CHIA has a hybrid work environment, all employees are expected to work in-person at the Center’s 501 Boylston Street office, on at least two (2) designated days each week.
Specifically, the Analyst will:
Financial Compliance and Accounting:
- Advises and assists agency staff on agency’s procurement and contracting strategies while ensuring compliance with applicable finance law, statutes, and / or regulations
- Assist in developing and drafting agency contracts, including but not limited to master agreements, statements of work (SOWs), task orders, and purchase orders
- Process appropriate documents, monitor funding levels and ensure completion/execution of the document.
- Maintain contract files in accordance with current rules and regulations
- Prepare financial statements and reports and maintain accounts and records
- Monitor contract spending and alert Budget Director of any changes in spending
- Calculate the agency’s annual appropriation assessment in accordance with established rules and regulations and invoice all applicable hospitals, ambulatory surgical centers, and surcharge payors
- Track payments and contact delinquent accountholders by phone and drafted correspondence to ensure the successful collection of accounts receivable.
- Maintain cash log for assessments and other revenue sources and include the daily lockbox and EFT deposits. Reconcile at least monthly.
- Receive and review incoming invoices for accuracy and compliance with contractual terms.
- Receive the proper approvals for services and match invoices for goods with receipt confirmation or packing slips.
- Process payments in accordance with Mass State Finance Law and the Office of the Comptrollers’ guidelines and place a priority on processing invoices that result in a prompt pay discount savings for the agency.
- File all Finance record documents in accordance with Secretary of State and agency policies and procedures.
- Maintain an organized filing system so that all Finance documents are easily accessible
Project -Based Work:
- Ad Hoc Support assistance / problem solving for issues or questions that include but are not limited to procurement, contracting, billing, payables, or budget.
- Other duties as assigned.
Preferred Qualifications:
- Experience with the principles and practices of the Commonwealth’s finance rules and regulations,
- In-depth experience using the Massachusetts Management Accounting and Reporting System (MMARS), COMMBUYS, Commonwealth Information Warehouse (CIW), and HRCMS as it relates to employee reimbursements,
- Strong working knowledge of the Commonwealth’s, fiscal administration, accounts receivable, accounts payable, fiscal reporting, budgeting, contracts, and records management systems.
- Knowledge of the Commonwealth procurement process a plus.
- Strong verbal and written communication skills,
- Strong attention to detail,
- Demonstrated knowledge of the principles and practices of general accounting terminology and standard abbreviations,
- Demonstrated ability to analyze and determine the applicability of financial data and to draw conclusions and make appropriate recommendations,
- Enthusiasm to learn, grown and take on challenges.
- Strong interpersonal skills, and
- Experience working collaboratively at all levels of an organization.
NAGE UNIT 6 Auditor IV Grade 15
The full-time salary range for this position is $71,428.50 - $102,981.06, annually.

MINIMUM ENTRANCE REQUIREMENTS:Applicants must have at least (A) four years of full-time, or equivalent part-time, professional experience in accounting or auditing, of which at least (B) one year must have been in supervisory, administrative or managerial capacity, or (C) any equivalent combination of the required experience and the substitutions below.
Substitutions:
I. A Bachelor's degree with a major in accounting, business administration or business management may be substituted for a maximum of one year of the required (A) experience.*
II. A Graduate degree with a major in accounting, business administration, or business management may be substitute for a maximum of two years of the required (A) experience.*
- Education toward such a degree will be prorated on the basis of the proportion of the requirements actually completed.
NOTE: Educational substitutions will only be permitted for a maximum of two years of the required (A) experience. No substitution will be allowed for the required (B) experience.
