industry and market baseline salary range. For new hires, we offer pay at less than the 50% mark to

POSITION SUMMARY

The Navigator will provide Outreach and Enrollment (O&E) support in the Health Insurance

Marketplace, Medicaid, and CHIP. The Navigator will provide information and assistance to consumers with understanding basic concepts related to health coverage and how to use it in a manner that is culturally and linguistically appropriate to the needs the population served.

POSITION COMPETENCIES/ESSENTIAL FUNCTIONS/DUTIES & RESPONSIBILITIES

  • Conduct public education activities to raise awareness about the Exchange
  • Provide application assistance and facilitate enrollment of eligible patients and community members in health insurance programs, Medicaid, and CHIP.
  • Facilitate the selection of a Qualified Health Plan
  • Maintain knowledge and expertise in eligibility, enrollment, and program specifications of the Federal

Marketplace and other health coverage programs such as Medicaid and CHIP.

  • Work to continually build new relationships and maintain existing ones with current and future community entities that are providing services to consumers to promote health insurance coverage through the Federal Marketplace, Medicaid, and or CHIP.
  • Provide referrals for consumers (patients) with questions, complaints, or grievances to any applicable office of health insurance consumer assistance or health insurance ombudsman, or any other appropriate state agency or agencies. This includes assisting consumers (patients) with marketplace decision appeals.
  • Participate in regularly scheduled conference calls, meetings, and trainings in order to provide accurate, quality services. This includes participation in the Centers for Medicare and Medicaid Services (CMS) trainings and other required training to complete and maintain Navigator certification and to enhance outreach and enrollment expertise.
  • Provide data and other information necessary for CMS and other reporting requirements.
  • Ensure the protection, data-sharing consent, and security of a consumer’s personal, confidential and identifiable information in a professional and responsible manner and carry out all measures to prevent from unauthorized disclosures.
  • Participate in community outreach activities to connect the community with insurance and CDHC resources.
  • Perform in reach activities i.e. telephone calls to connect with current CDHC patients to determine eligibility and process enrollments.
  • Other duties as assigned

POSITION REQUIREMENTS

HS Diploma required, bachelor’s preferred in Healthcare Administration, Public Health,

Communications, Social Work or closely related field with knowledge of health care project management or equivalent combination of education and experience.

Highly detail oriented and organized work. Demonstrated skill initiating, organizing and completing tasks with moderate to minimal supervision. Ability to work cooperatively and collaboratively with all levels of management and external agencies to maximize performance, creativity, problem solving and results.

Demonstrated ability to apply knowledge of a variety of federal, state and local resources, programs and services involved with Outreach and Enrollment initiatives. Demonstrated ability to use intermediate functions and features of the MS Office suite including word processing, spreadsheet, presentation and database applications. Able to work in a team environment.

Must possess demonstrated ability to relate to individuals and families of varied ethnic, cultural backgrounds, ages and economic circumstances, Excellent communication and problem solving skills,

Ability to work both collaboratively and independently on projects to reach set goals, Some knowledge of community resources in the Omaha/Metro area, General knowledge of Social Determinants of Health,

Skill in use of personal computers and related software applications, Ability to collect data daily and

prepare reports for, Excellent oral and written communication skills, Valid driver’s license required, Have a reliable cellular phone, Must be proficient in MS Word, MS Excel, Hours of Work: Flexible Monday-

Exposure: The exposure characteristics described here are representative of those an employee encounters while performing the essential functions of this position. For example, while performing the essential functions of this job, the employee is never exposed to fumes or airborne particles and toxic or caustic chemicals. Additionally, the employee is never exposed to bloodborne and other hazardous chemicals.

Finally, the noise level in the work environment is never quite loud. In all cases, personal protective equipment will be provided to the employee in combination with adequate ventilation and other engineering controls to minimize the risk of exposure or other hazardous occurrence.
