Job Summary

This position is advertised from the minimum to the mid-point hourly rate. Salary will be determined based on education and experience at the time offer.

Min: $22.49/hr. - Mid: $28.27/hr. ) as a Human Resources Trainer (Grade 110 Min: $21.20/hr. - Mid: $26.65/hr.) until such time as the successful candidate completes all education and training requirement

NATURE OF WORK
Under general supervision, performs work of considerable difficulty in the assessment, research, design, refinement, development, implementation, and facilitation of county wide training programs.

Example of Work

(Illustrative Only) Researches, develops, and facilitates mandatory training, specialized management training programs, and other requested training for departments; coordinates, develops, and delivers diverse employee training programs to improve employee skills; assists with planning, developing, and implementing a comprehensive training and development strategy for the County; identifies future training needs and develops curriculum, by staying abreast of changing training subject trends; designs and prepares new training and educational materials and updates materials on a regular basis; assesses effectiveness of training provided and modifies curriculum and/or materials to enhance effectiveness and value as appropriate; assures that training provided meets requirements of federal, state, county, and related laws, rules, regulations, and policies; maintains training and development records to prepare monthly statistical training reports for management; assists with monitoring of the Human Resources training budget; represents Human Resources Department at conferences, workshops, symposia, and participates on committees, panels, and related programs; assists with identifying, coordinating, and selecting external instructors to provide effective training courses; assists with the development and administers assessments for departments to determine appropriate training courses and/or customized training courses according to departments’ needs; may be required to obtain various training certifications as needed; regular and reliable attendance is required; performs other duties as assigned.

Experience and Education

Associate’s Degree in human resources, business, or a closely related field and two (2) years of experience in facilitating training. OR an equivalent combination of education and experience. SPHR/PHR preferred. Special Requirements: Requires successful completion of a background check. Must possess and maintain a valid Arizona driver’s license. Preferred Qualifications: Bilingual (English/Spanish) preferred.

Knowledge, Skills and Abilities

Knowledge in: Principles and practices of adult learning, and training techniques; principles and practices of management, supervision, and training; laws, rules, regulations, and court decisions applicable to Human Resources functions; current trends in training; principles and practices of program assessment, development, and evaluation methodology; principles and practices of organizational behavior; county policies and procedures; state and federal laws and regulations as it pertains to topics of training.
Skill in: Public speaking, assessment interviewing, and group facilitation; conducting and facilitating training sessions; research, development, and program evaluation; planning developing, and executing a broad employee training and development plan; oral and written communication; establishing and maintaining effective working relationships with employees, other agencies, and the public.
Ability to: Read, to write and synthesize data and reports; use modern office equipment and computers; lift at least 5 – 10 lbs; establish and maintain effective working relationship with co-workers; communicate effectively verbally and written; stand for long periods of time (up to 6 hours); bend, walk and stoop (20%); work independently; organize and prioritize deadlines; perform the essential functions of the job specifications with or without a reasonable accommodation.
Working Environment: The usual and customary methods of performing the job’s functions require the following physical demands: occasional lifting, carrying, pushing, and/or pulling; some stooping, kneeling, crouching, and/or crawling; and significant fine finger dexterity; generally the job requires 30% sitting, 30% walking and 40% standing. The job is performed under minimal temperature variations and in a generally hazard free environment.

The YCEBT is a self-funded medical plan administered by BlueCross BlueShield of Arizona (BCBSAZ). The employee is able to select from three (3) medical plan options with six (6) tiers that will best suit the employee's needs, dependents or families.

Plan Option 2: Preferred Provider Option B (PPO) or PPO B 1,200 deductible with $10.00 Wellness Incentive. Employees who participate in the "Wellness Incentive" will receive a $20 monthly premium reduction.

Plan Option 3: High Deductible High Plan - Health Savings Account (HDHP-HSA) or HDHP-HSA with Wellness Incentive.

HDHP-HSA Wellness Incentive for Employee Only option can receives upto $240.00 annual contribution to a Limited Purpose FSA card.

Southwest Service Administrator (SSA) Mexico PPO Health Plan: SSA is available to employees who are enrolled in YCEBT Medical PPO Plan. The SSA Plan pays 100% of hospital, medical, laboratory and prescription drug benefits, to a maximum of $5,000 per person per calendar year ($10,000 for two or more family members).
