Position Description:
Network Runners is seeking an Intelligence Research Specialist II to support The United States Marshals Service (USMS) which has statutory responsibility for protection of the federal judiciary and the judiciary family.
Responsibilities:
- The Intelligence Research Specialist II must be an individual who has technical skills with 5 or more years of experience in intelligence or a similar field in a similar position, ideally focusing on law enforcement or the intelligence community or business intelligence. The Intelligence Research Specialist II will assist United States Marshals Service (USMS) management and other staff members in all office activities and operations as assigned. The individual will assess threats, incidents, inappropriate communications, and other intelligence. They will conduct research and collect information, screen all source intelligence reporting, conduct further queries, and access and summarize evaluated and previously unevaluated information. The individual will analyze this intelligence as to the potential threat it poses to protected persons or property, develop the source intelligence into actionable intelligence, prepare reports, make recommendations to mitigate the potential threat, and disseminate warning and threat information to the program agency and other agency components as appropriate.
- Review, consolidate, analyze, and evaluate mission related intelligence reports and information.
- Assess threats, incidents, and inappropriate communications to USMS protected or facilities.
- Conduct research and analysis to determine the degree of threat and provide recommendations on how to counter or eliminate the threat.
- Evaluate, discuss, test, and validate intelligence research reports.
- Prepare basic descriptive, current reportorial, and/or speculative intelligence reports.
- Plan and conduct research projects and brief top level agency personnel on the purpose and progress of projects.
- Conduct other research and liaison functions with senior intelligence professionals as directed.
- Provide subject matter expertise, make recommendations on controversial matters.
- Establish, develop, and/or recommend methodologies, guides, new concepts, policies, and procedures for controversies, problems, or problem situations as needed.
- Formulate initiatives to collect required data.
- Prepare and conduct briefings and presentations as required for various audiences including senior leadership.
- Work in groups/teams as a key contributor on special projects to accomplish program goals.
- May monitor projects and/or serve on committees.
- Communicate via telephone, Lync and/or e-mail with high-level officials throughout the agency and District offices, as well as other contract affiliates.
- Represent the agency with outside intelligence sources and law enforcement agencies.
- Ability to obtain comprehensive knowledge of the agency’s intelligence program and the functions and operations of other intelligence organizations.
- Ability to learn and utilize law enforcement and public databases.
- Ability to travel within the continental United States in connection with USMS duties.
- Compliance with all applicable security and conduct requirements, regulations, and procedures.
- Bachelor’s Degree and a master’s degree plus five or more years relevant work experience in the field or in a related area. Four (4) years of experience may be substituted for the next highest degree.
- Superior time management, organization, and prioritization skills.
- Knowledge of Microsoft Office products such as Word, Excel, SharePoint, and PowerPoint.
Additional considerations for Intelligence Research Specialist I:
- This position may require travel.
- This position may require shift work.
- The incumbent must be able to pass USMS facility clearance requirements and must be able to qualify for a Top-Secret clearance with SCI eligibility.
